Mahinog thanks Japan for flood control projects

MAHINOG, Camiguin, January 9, 2012– Town mayor Alex R. Jajalla expressed gratitude to the Japan government for the construction of P568-million worth of flood control projects at the inauguration ceremony here in barangay Pontod on Satuday.

“On behalf of the municipal government and the people of Mahinog, I wish to convey our endless gratitude to the Japanese government through Japan International Cooperation Agency (JICA) represented today by His Excellency Akio Isomata, Minister for Economic Affairs, Embassy of Japan in the Philippines, for extending its assistance in the completion of two Sabo dams and reconstruction of heavily damaged bridge that would help save lives and property particularly in the Municipality of Mahinog," the local chief executive said.

It can be recalled that Camiguin was hit by massive flash flood triggered by typhoon “Nanang” in 2001 that left untold death and destruction in various parts of the island province. The hardest hit was barangay Hubangon in the municipality of Mahinog.

Jajalla said with traumatic experiences after the flood, people were afraid every time it rains hard.

“The mere thought of knowing a tropical storm is coming, sends shivers down the spines of many people, especially in barangay Hubangon, the hardest hit during Nanang.”

“We were too scared every moment it rains very hard. We felt insecure and nervous, fearing the worst flood was to hit again,” Jajalla said.

He said after the project was in place, people can now sleep very well.

“Now with the huge Sabo dam in place, people will now feel safe and assured of safety as we will no longer fear being hit by flood as we know this dam is designed to control flooding, or lessen flood damage in low lying areas,” the mayor added.

Jajalla also acknowledged Governor Jurdin Jesus M. Romualdo and Congressman Pedro P. Romualdo for giving their best effort from conception to completion of this important project that will play a very important role in Camiguin's economy and disaster risk reduction management campaign.

“This project will not only provide the community for safer living condition; it will become an asset for greater economic productivity in this beautiful island of Camiguin,” Jajalla said.

“The new bridge that we also unveil today is more than just a bridge that links the entire province. This is, indeed, a bridge to the highway of opportunity that would drive trade and commerce, trigger local economy and generate job creation in the entire province,” the mayor added.

Jajalla stressed though this project is a major achievement to celebrate, much work still remains to ensure that people are safe and better lives are achieved.

“After this project, more long-term and sustainable development approaches are still needed to be done,” he stressed.

“The issue on climate change must be tackled urgently, with fresh perspective, in the light of rapid climate change that led to an increase in natural disasters that hit most parts of the country this year including the massive flooding that hit Cagayan de Oro and Iligan recently.”

“We will continue to lobby developed country governments like Japan to show more urgency in dealing with climate change and continue to provide additional grant aid projects related to climate change,” he said.

The local chief executive expressed hope that JICA will return back to Camiguin for more development assistance projects that will improve the quality of life among Camiguingnons.

“His Excellency Minister Isomata, with thankful hearts, kindly convey our endless gratitude to your government and your people for making these projects possible."

"In the meantime, the people of the municipality of Mahinog will look forward to welcoming you back soon,” Jajalla concluded.

For his part, Isomata said that Japan will continue to help “in whatever way we can” to help Filipinos better prepare for natural disasters.

“This project reaffirms the continued commitment of Japan to extend cooperation in minimizing threats of disaster and we will continue to help Philippines in whatever way we can," he said.

However, he reminded the public not to become complacent with the project, but remain vigilant and prepared for disaster.

"Disaster happens when everybody is just about to forget it," he stressed.

Municipal Govt of Mahinog endorses EDC’s Camiguin wind farm project

Mahinog, Camiguin – The Municipal Council of Mahinog recently endorsed the Lopez-led Energy Development Corp. (EDC) application to put up a wind farm in Camiguin particularly in Lowan hills in barangay Owakan in the town of Mahinog.

In February last year, the Dept. of Energy (DOE) approved a Wind Energy Service Contract (WESC) to the Energy Development Corporation (EDC) for the Camiguin Wind Project.

EDC is Philippine’s leading geothermal energy provider, accounting for 62% of the country’s installed geothermal capacity.

It operates 5 geothermal sites in Leyte, Bicol, Cotabato, Northern Negros and Southern Negros, including the Pantabangan-Masiway hydro power complex in Nueva Ecija.

When completed the wind farm project in Camiguin is expected to generate more than 15 Megawatts of energy, Reinero Medrano, EDC Corporate Social Responsibility Program Officer, said on Monday during the SB session.

It will augment the supply of power in Camiguin, or even sell its power excess to the mainland, he added.

“This project will harness the power of the wind in Camiguin to generate clean and renewable electricity and will establish Camiguin as one of the wind energy sites in the Philippines,” Medrano said.

He added, however, that as of now, an additional wind data gathering must be conducted at the site to validate the wind potential at a height ranging from 60 –84 meters.

A wind mast to be installed is scheduled to start in the first quarter of 2012 and is expected to be complete after at least 2 to 4 weeks, Medrano disclosed.

The data gathering phase will begin immediately after the masts are installed, he added.

The project has 3 phases which include: 1) Wind data gathering; 2) Development, construction & installation of wind farm, substation facilities and power transmission line and its associated interconnection facilities; 3) Operations and maintenance of wind farm, substation facilities and power transmission line and its associated interconnection facilities.

To date, the country's first wind project and the biggest wind farm in Southeast Asia is the 33-MW wind farm of NorthWind Power Development Corp. located in Bangui, Ilocos Norte.

Mahinog gets 15 new trash bins from MCC

MAHINOG, Camiguin - More than 15 garbage containers have been received by this municipality from Mambajao Credit Cooperative (MCC) as part of its commitment to provide a greener, healthier, more cost-effective waste management system for the province of Camiguin.

The donation was also in support of the Lex’s Clean Mahinog Program of this municipality.

The municipal council on Monday passed a resolution to express the municipality’s appreciation and gratitude to Mambajao Credit Cooperative (MCC) for such donation.

The donation does not only help produce a clean environment, it also establishes a sense of civic mindedness towards environment, Councilor Liberato E. Babanto, the resolution's principal author, said.

It also raises people’s awareness to keep our town clean and pleasant place to live in, the resolution added.

The council said MCC definitely deserves commendation and appreciation for their concern to care for and protect our environment.

MCS preschoolers grab awards at talent fest

MAHINOG Central School preschoolers grabbed awards during the district level competition of kindergarten festival of talents held last November 24, 2011 at Mahinog Central School Session Hall.

This contest was participated by the eleven preschools in the district of Mahinog.

Winners of the competitions from Mahinog Central School are Kathlyn May S. Uba, first place for Story Telling English.

Allyna Janela Awitin First Place for Nursery Rhyme Recitation and MCS selected Preschoolers for Creative Dance Competition with Ms. Jackielou L. Delvo as their coach.

Chareleyn Cocamas won First Place for Vocal Solo– with Ms. Marife Jamero as the coach.

Kyle Lourdes P. Babanto also won First Place in Story Reading with Mrs. Alma Maria Rosete as the coach.

These talented pupils are qualified to compete in the Division level competition slated on December 9, 2011 at Mambajao, Camiguin.

Coaches and contestants are having their intensive practice with hope to bring the bacon home for the school.

SHANDA Eve R. Popera grade IV pupil of Mahinog Central School won 2nd place in the Regional Science Quiz 2011 held at People’s Palace, Balingasag, Misamis Oriental on November 11-13, 2011.

The competition was participated in by 28 contestants coming from the 14 divisions of region X.

Top two winners of the said contest will qualify for the national competition slated on February 3-5, 2012 in Baguio City.

Camiguin posts 17.15% increase in tourist arrivals for the first half of the year

A TOTAL of 183,162 local and foreign tourists were recorded to have visited the island, from January to June, this year.

“This figure, was actually 26,816 tourists or 17.15 percent higher compared to 156,346 tourists during the same period, last year,” Candice Naomi L. Boromeo, Provincial Tourism Officer, said.

Records at the Provincial Tourism Office (PTO), also, show that the most number of tourists visited the island during the 2nd quarter with 131,181, compared to the 1st quarter with only 49,981.

Of this figure, domestic tourists registered at 145,460, followed by “Panaad” or traditional walk of penitence during the Holy Week, 33,215, foreign tourists, 4,264, “balikbayans” or Filipinos living abroad but are in the country for a vacation, 257.

The PTO data also show that the most number of tourists visited Camiguin during the month of April with 60,222, followed by May, 42,515, and June, 30,444.

During the 1st quarter, the month of March recorded the most number of tourists with 23,781, followed by January, 15,344 and lowest in February with 10,856.

Meanwhile, Borromeo said Camiguin posted an increase of 15,404 visitors or 5.07 percent, last year, from the previous full year’s bulk of 319,168 in 2010.

It also recorded, in 2009, some 303,764 tourist arrivals, posting some 21,595 or 7.65 percent increase from the 2008 figure.

She, however, noted that the figure covers only guests and visitors staying in cottages and hotels.

The month of April continually posts the highest influx of visitors, as tourist and Christian devotees, alike, flock the island to observe or experience the 64-km ‘Panaad,’ she said.

This was followed by October, as another tourist come on in the island, the ‘Lanzones Festival’ is celebrated every third week of the month.

During this occasion, the island comes alive in a weeklong festivity which showcases the province agri-cottage exhibits and food trade expo, indigenous sports and highlighted with the tableau of local culture portrayed though dances.

Borromeo said the PTO, likewise, records bigger number of tourist arrivals during vacation times, specifically, in the months of May and December with the majority of the arrivals composed mostly of domestic tourists.

MAHINOG, CAMIGUIN, Oct 24, 2011 – Residents and supporters here were jubilant as contingents from this town made waves again and this year grabbed the grand slam title in the recently concluded 32nd Camiguin Lanzones Festival held in the capital town of Mambajao.

For three (3) consecutive years, Mahinog town landed first placer in both street dancing and ground demonstration (tableau) competitions.

“Winning this award is not easy, and it’s the hard work and prayers that made this possible,” multi-awarded choreographer Harold Antallan said during the victory program and caravan at the municipal hall this morning.

Mahinog contingents amazed everyone with their awesome and high speed performance upon which the audience that gathered at Camiguin Tourism Complex erupted into thunderous applause and cheers from start to end.

“We feel very triumphant today and we will work hard to keep that spirit alive in our own daily struggles as a people and as a community,” Mahinog Mayor Alex R. Jajalla said in a press statement.

The five members of the board of judges unanimously picked Mahinog LGU represented by Columbia St. Michael's Parish High School and Mahinog National High School as winner in ground demonstration (tableau) competition.

Second place went to Mambajao LGU represented by Yumbing National High School while the Provincial Government of Camiguin represented by Fatima College of Camiguin (FCC) got the third place.

In street dancing, Mahinog got the first place, while FCC and Mambajao Nat'l High School got the second and third place respectively.

Mahinog also got the grand prize award in Music Showdown and Diwata Showdown, Second placer in both Festival Queen and King Showdown, and third placer in Kabog Showdown.

Meanwhile, Mahinog’s Charmaine R. Soldevilla was also chosen Mutya sa Buahanan 2011. Soldevilla also bagged the Natural Beauty Award, People’s Choice, Best in Gown and six (6) other corporate awards.

Camiguin's longest caravan opens 32nd Lanzones Festival on Sunday

A LONGER and grander caravan around the island's 64.08 kilometer circumferential roads jovially opended the 32nd celebration of the Camiguin Lanzones Festival on Sunday October 16, 2011.

At the Camiguin Tourism Center, Governor Jurdin Jesus M. Romualdo cut the ceremonial ribbon to formally open the festivities. He was assisted by Vice Governor Leo G. Lasacar and witnessed by town and provincial officials in this “island born of fire,” also known for its natural wonders and sweetest lanzones-bearing trees.

Slated from Oct. 16 to 23, the event showcases Camiguin’s native fruit at the Agro-Industrial Technology Trade Fair dubbed as "UGMAD," which means “to till’ or “to cultivate” in the local dialect.

Other activities include ‘Kalanrakas sa Kabataan,’ a charivari street dancing which is held in each of the five municipalities of the island province.

New OceanJet fleet to serve direct Cagayan de Oro-Benoni and vice versa daily

Mahinog, Camiguin - Ocean Fast Ferries, Inc. (OFFI), a domestic shipping company based in Cebu City, is applying with Marina for a special permit for the route: Benoni, Mahinog, Camiguin-Cagayan de Oro and vice versa and Benoni, Mahinog, Camiguin-Balingoan and vice versa.

This announcement came from Victor Y. Lua, President, Ocean Fast Ferries, Inc. (OFFI) in his letter to Mahinog Mayor Alex R. Jajalla requesting for LGU endorsement which is part of the requirements by the Maritime Industry Authority (MARINA).

Immediately, the Municipal Council of Mahinog on Monday approved a resolution interposing no objection to the application.

The ferry is expected to start operating in mid October in time of Camiguin Lanzones Festival, according to Regin Chua of Ocean Jet Benoni Operations Office.

The new ferry services is a welcome development and is intended to replace the Paras Sea Cat.

“There is a need and desire for fast ferries between Camiguin and Cagayan de Oro since there are no longer any direct ferries now to Cagayan de Oro after Paras Sea Cat ceased operating the Cagayan de Oro-Camiguin-Bohol routes in recent month,” the council resolution reads.

The members of the Municipal Council appreciate OFFI for putting a new ferry in service between Camiguin and Cagayan de Oro which is expected to boost the tourism industry in this island province.

Camiguin’s first zipline set to rise in Mahinog

Mahinog, Camiguin – J and A Fishpen and Restaurant announced it will open a three-lane zipline this coming December in Benoni Lagoon here.

This was learned from Apolinario B. Alambatin of J and A Fishpen and Restaurant during a project presentation at the Municipal Council Session presided over by Vice Mayor Rogerio C. Acle this morning Sept. 19, 2011.

Alambatin said this will be the first zipline in the island province of Camiguin and this can be found in municipality of Mahinog.

The zipline has a distance of more than 700 meters from station 1 to station 2 that will cross over a lagoon, the first zipline in the region across a body of water, which makes the ride even more exciting.

An additional 360-meter zipline is also being eyed in same area.

Meanwhile, the municipal council here passed a resolution endorsing this project seen to boost tourism industry in the island province of Camiguin especially in the town of Mahinog.

Mahinog holds public hearing on proposed new revenue code

THE Sangguniang Bayan (SB) Committee on Ways and Means is fast tracking the passage of the proposed Municipal Revenue Code of Mahinog in a bid to update the existing tax code which was last passed in 1992.

Yesterday, a public hearing attended by more than 200 participants representing various sectors was conducted at the municipal gymnasium to gather public input on the proposed revenue measures which are needed to spur local growth.

Councilor Jonard B. Labadan (above photo), SB Ways and Means Committee Chairman, stressed the need to pass a new revenue measures because it has already been almost twenty years already that the municipality is operating with the old one.

“In 1992, we are the first municipality in Camiguin that was able to come up with a model revenue code, and now we are left behind because we are the only municipality in the province to have been unable to update it,” Labadan told participants at the hearing.

He added Mahinognons are still fortunate because for almost 20 years fees and charges in Mahinog have remained unchanged and are even considered minimal compared to other local government units in Camiguin.

At the public hearing, municipal treasurer Judith P. Baita (above photo) presented the salient provisions of the proposed Revenue Code of the Municipality of Mahinog.

Baita said the proposed revision includes ten percent (10%) increases of the rates in the existing 1992 revenue code as allowed by Republic Act 7160 otherwise known as The Local Government Code of 1991.

Under the code, local government units are authorized to adjust their tax rates once every five (5) years but such adjustment should not exceed ten percent (10%) of the rates fixed under the code.

Baita stressed it has been 3 times, or more than 15 years, that LGU chose not to take the opportunity to adjust its tax rates, then it is high time now “to awake from long sleep” and pass a new revenue code in order to keep pace with the changing times.

Dr. Perla J. Garot, a participant from the business sector, said tax amendments are appropriate as long as the money is spent properly and it is also important that during the public hearings taxpayers should be made to understand how tax money is used.

Mayor Alex R. Jajalla, in a statement, said the new revenue measures is needed to finance more developmental projects as he assured that every centavo of money collected form local taxes will be judiciously used for the purpose it was collected.

Mahinog to participate in Camiguin Tourism Expo on Oct. 18

THE Municipality of Mahinog will join the Camiguin Tourism Expo, a week-long exposition of Camiguin as an eco-tourism destination on Oct. 18 2011 in time of this year's Camiguin Lanzones Festival slated from Oct. 16-23.

Mayor Alex R. Jajalla said this will be Mahinog’s best opportunity to show what it can offer in terms of tourism industry, natural heritage, products and services.

The town’s foremost asset is Mantigue Island, a perfect place to be to unwind from any taxing activities due to its pristine waters, powder-fine white sand, clean and invigorating atmosphere.

Another emerging tourist attraction in Mahinog is the soon-to-open three-lane zip line that will pass through Benoni Lagoon (lake) to be operated by J and A Fishpen Resort and Restaurant.

Camiguin Governor Jurdin Jesus M. Romualdo encouraged LGUs to develop potential destinations in their locality that can be promoted and marketed both internally and outside. Municipal Council of Mahinog adopts its own official seal

THE Municipal Council of Mahinog today approved its own official seal that carries the local legislative body’s mission and objective as an institution.

In an ordinance authored by Vice Mayor Rogerio C. Acle, the seal represents the authority of the Sangguniang Bayan as the law making body of the municipality and is used to authenticate its own official documents.

The perimeter of the seal contains the words "SANGGUNIANG BAYAN" and "MAHINOG, CAMIGUIN”. The YELLOW in the background symbolizes Sunshine.

THE THIRTEEN (13) STARS represent the thirteen barangays that constitute the demographic profile of the municipality of Mahinog.

THE SUN stands for a brighter day and our burning desire to build a better town for the present and for future generations.

THE GAVEL depicts the proper order and decorum in the session hall and the authority of the Sangguniang Bayan as the law making body of the municipality.

THE MEN, THE ROSTRUM, AND THE MICROPHONE stand as a symbol of open discussion and free communication of ideas towards building a better Mahinog. Municipal Council approves new raffle ordinance

Mahinog, Camiguin - THE Municipal Council here approved on Monday an ordinance that would regulate the operation of raffle in the municipality.

Under the new measure authored by Councilor Rey Lawrence K. Tan, raffle may be conducted only by a charitable and public welfare organization.

Accordingly, this ordinance would now restrict private individual from holding raffle in the municipality.

Tan said this ordinance came after a bungled raffle in the municipality that victimized a number of people who purchased raffle tickets, but there were no winners. The said raffle was conducted by a private person.

Tan stressed a raffle regulation was needed to safeguard the people against scam.

R.A. 7160 otherwise known as the Local Government Code of 1991 gives the city and municipal mayors authority to regulate the holding of activities for charitable and welfare purposes within their respective jurisdiction. Such activities may be in the form of benefit shows or dances, bingo socials for charity, raffle draws and similar activities.

The new ordinance makes it unlawful to conduct or operate a raffle in the municipality unless said raffle has been covered by a permit issued by the Municipal Mayor.

The ordinance further provides that raffle permit shall be issued only to organizations that operate without profit to their members.

The ordinance imposes a fine from a minimum of P500 to a maximum of P1,500 or imprisonment of not more than twenty days or both.

LGU Mahinog to receive P1M award from DILG for excellent performance

MAHINOG, Camiguin - The Local Government Unit of Mahinog will receive a Performance Challenge Fund (PCF) of P1-million from the Department of the Interior and Local Government (DILG) for their “good housekeeping” or excellent performance in good governance.

The recognition will be held on August 19, 2011 at Pearlmont Inn, Limketkai Drive, Cagayan de Oro City at which event the LGU Mahinog together with other LGU qualifiers in the region will be conferred with the "seal of good housekeeping," according to DILG-X regional director Loreto T. Bhagwani in a fax message sent to the office of the mayor of Mahinog.

The “good housekeeping seal” is given to LGUs that have excelled in key government areas which include planning, fiscal management, transparency and accountability, and valuing performance management.

These LGUs have also fully complied with the full disclosure policy and have no adverse reports from the Commission on Audit (COA).

The DILG established this program as a way of rewarding LGUs for their high performance, reports said.

Out of the 5 municipalities in the province of Camiguin, only the town of Mahinog passed the standards of the Seal of Good Housekeeping (SGH) program, it was learned.

Mahinog mayor Alex R. Jajalla said that the prize will be used to augment funds for the establishment of a passenger terminal going to Mantigue Island in Katunggan Park, in sitio Queobe in barangay San Miguel.

Once the project is completed, ferry and passenger terminal going to Mantigue island will be relocated from barangay San Roque to Barangay San Miguel, where the Katunggan Park (that mangrove area) is located and a mangrove boardwalk was constructed.

For this year, the municipality allocated additional PhP 100,000.00 for the project, which may serve as counterpart fund of the LGU to the PCF.

The project is geared to boost tourism and local economic development in the town, local officials said in a resolution.

Meanwhile, the Sangguniang Bayan on Monday passed a resolution authorizing the mayor to sign the MOA with the DILG to access the PCF.

Mahinog to ink agreement with all towns in Camiguin for construction of sanitary landfills

A CLUSTERED sanitary landfill to be operated by the Provincial Government of Camiguin for the five towns in the province will soon be established in barangay Benhaan in the municipality of Mambajao, reports said.

As this developed, the Municipal Council today gives its authority to Mayor Alex R. Jajalla to sign a memorandum of agreement among the provincial government of Camiguin and other four towns in the province for the construction of a common sanitary landfill.

Republic Act (RA) 9003, or the Ecological Solid Waste Management law, requires all local government units to shut down their open dumpsites and establish a sanitary landfill.

The landfill will replace the traditional open dumpsite which is environmentally hazardous. The law requires that solid waste must be segregated before these are brought to the sanitary landfill.

The municipality of Mahinog is still using open dumpsite which is the subject of several closure orders by the DENR.

Mayor Alex Jajalla admits continued operation of dumpsite poses danger to public health and environmental hazards in host communities.

The mayor also says closure of the existing open dumpsite and the adoption of sanitary landfill is an urgent priority for this local government as part of its solid waste management plan.

“This is part of our consistent campaign to protect the environment,” he added.

In Mahinog, its open dumpsite is located in sitio upper Kinabkaban in barangay San Roque.

Officials said establishment of sanitary landfills is expensive and maintenance may not be affordable for low class LGU like the Municipality of Mahinog.

Hence, the provincial government’s move to construct a cluster landfill that will serve the five towns including Mahinog was highly welcomed by the municipality, since this will finally solve the town’s problem of finding a final disposal site for solid wastes.

Once realized garbage collection and disposal processes are made easy and financial requirement can become less burdensome for each municipality, local officials said.

Business operating without permit could face fine and confiscation

AN ORDINANCE introduced by Vice Mayor Rogerio C. Acle was finally approved by the Municipal Council of Mahinog to penalize businessmen who operate their enterprise without the necessary business permit.

The measure will be transmitted to the Office of the Municipal Mayor for approval.

The penalty ranges from a fine of P1,000.00, confiscation of goods to closure.

Under the said ordinance, a business license issued by the municipal mayor is required before any person can operate their business activity.

For existing business establishments, they must secure such permit not later than January 31 each year.

Failure to secure the permit within the prescribed period, a penalty of P1,000.00 shall be imposed.

Any business that continues to operate without Mayor’s Permit and without paying the fines imposed in the ordinance shall be ordered closed by the Municipal Mayor.

If the operator still disregards the closure order, the Mayor shall issue an order to the Chief of the Local PNP to seize or confiscate any goods or instruments used in the said business establishment.

The local PNP that will seize or confiscate the said business establishment shall be assisted by two Barangay Council members. In the absence of the two barangay officials, two members of the Barangay Tanods in that particular barangay shall assist the local PNP.

The local PNP members who seize or confiscate the said instruments shall record in the Police Blotter Book the particulars of the seizure/confiscation and the two Barangay Officials or the two Barangay Tanods shall sign the page of the Police Blotter Book in which the particulars thereof were written.

The seized/confiscated instruments shall be deposited for safe keeping at the Office of the Local PNP.

The operator has the right to repossess his/her seized/confiscated items or instruments upon payment of the prescribed penalties within the period of six (6) months from the date of confiscation.

The Mayor shall dispose the unclaimed seized/ confiscated items or instruments after six (6) months from seizure thru auction to be facilitated by the Office of the Municipal Treasurer and the proceeds shall accrue to the general fund of the municipality.

The purpose of the ordinance was to crack down on unlicensed business establishments and at the same time maximize local sources of revenues for the municipality.

The explanatory note to the ordinance says unlicensed business establishments poses undue competition to those establishments which has complete business requirements and are religiously paying their taxes.

Grazing animals on other’s paddy field is prohibited

The Municipal Council of Mahinog on Monday passed on third and final reading an ordinance prohibiting grazing of animals in the rice paddies belonging to another.

Councilor Valentin F. Babanto, who is the principal author of the ordinance, said this measure was in answer to the resounding clamor of rice farmers.

He said it has been observed that after the rice harvest, animals such as carabao (water buffalo), horse, and cows are left freely to graze in the rice paddy causing major damage to rice fields.

"This practice (allowing animals to graze freely on rice farm) often caused major damage to pilapil (narrow mud barrier)," he said.

It will also potentially expose a person to foot injuries when bamboos and branches of trees used as stake (lagdok) in tying their animals are left un-removed and remained under muddy ground.

Vice Mayor Rogerio C. Acle, the presiding officer of the Municipal Council of Mahinog said the ordinance will still be transmitted to the Office of Mayor Alex R. Jajalla for final approval.

Once signed by the Mayor, it will be unlawful for any person to graze or herd their carabao, cows, goats, horses or any other animals on the rice paddies or property belonging to another.

Owners or keepers when grazing their animals must ensure their animals do not stray outside and cause damage to neighboring farms.

If an animal caused damage on neighboring farms, owner is required to repair the damage done by his animal, without prejudice to the penalty imposed in this ordinance.

Any person violating this ordinance shall be fined one hundred pesos (P100.00) for the first offense; two hundred pesos (P200.00) for the second offense; three hundred pesos (P300.00) for the third and succeeding offenses.

LGU Mahinog holds essay writing contest

Municipal Council to hold public hearing on motorela fare hike

A public hearing will be held by the Committee on Transportation of the Sangguniang Bayan of Mahinog on a proposed motorela fare increase filed by the Mahinog Motorela Operators and Drivers Association (MMODA).

The committee is chaired by Councilor Rey Lawrence K. Tan.

In their petition, the petitioner MMODA alleged:

The price of petroleum products continue to increase.

The existing fare rate/matrix was approved in 2008 when the premium gasoline was still P45.00 per liter.

Today the price of premium gasoline is P61.00 per liter more or less.

The continuing increase of oil price greatly affects the income of drivers and can no longer suffice their family's needs.

This public hearing will be held on Wednesday, April 13, 2011 which will begin at 9:00 am at the Sangguniang Bayan session hall.

Ocean Jet to serve Jagna-Benoni-Balingoan daily

THE Municipal Council of Mahinog today approved a resolution interposing no objection for Ocean Jet of Ocean Fast Ferries, Inc. (OFFI) to operate fast ferries between Benoni and Balingoan and Jagna routes.

OFFI, a domestic shipping company based in Cebu City and operates several fast ferries in Central Visayas, is applying with the Maritime Industry Authority (MARINA) for a special permit to operate in Jagna, Bohol-Benoni, Mahinog, Camiguin-Balingoan, Misamis Oriental routes.

MV Ocean Jet 7 is expected to start operating daily before holy week, according to Mr. Peter Randy Gaquit, Balingoan-Benoni Operations.

According to the resolution of the municipal council, the economic growth in Camiguin as a tourist island province requires an efficient water transport industry to ferry passengers and cargo at reasonable and competitive rates.

The entry of new operators into these routes should be encouraged as it will enhance the level of competition and bring about reasonable rates and improved quality of fast craft and ferry services, it added.

Ocean Fast Ferries, Inc. (OFFI) entry to this island province is a welcome development taking into consideration the economic and beneficial effect which the service will bring to the province and neighboring islands or region, the resolution said.

There is only one fast ferry that operates Cagayan de Oro-Benoni-Jagna connection which is currently served by Paras Sea Cat.

With Ocean Jet, this is the first and only fast craft that serves Jagna-Benoni-Balingoan routes.

Boy Scouts join fight vs Public Enemy No. 1

SIXTEEN Boy Scouts from Mahinog Central School together with their scout masters participated in the campaign against rat infestation, tagged “Public Enemy No. 1 locally known "Bagtok" or "Elaga” at the rice fields in Poblacion, Mahinog, Camiguin last March 26, 2011.

The primary objective of said activity is to make the ricefields rat free in preparation for the next planting season.

The Anti-Rat Campaign was initiated by Municipal Government of Mahinog through the Sangguniang Bayan Committee on Agriculture along with the Municipal Agriculture Office, Department of Education-Mahinog District and Mahinog Farmers Association.

The general public was encouraged to join this activity to have a big impact in the campaign to reduce rat infestation in the municipality. Rice is the number one staple food of Mahinog residents.

It has been observed in the previous years that the rice harvest of the farmers decreased due to rat infestation in their rice fields especially during pre-harvest season.

A cash reward of Php 5.00 was given for every rat caught by the participants to encourage them to participate in the activity with interest and enthusiasm.

Judge denies motion to dismiss criminal case against Mantigue is. occupants

MAHINOG, CAMIGUIN - A municipal court judge here has denied defense attorney’s "demurer to evidence" to persuade the court to dismiss the criminal case that the municipal government of Mahinog filed against Mantigue island residents accused for unlawful occupation in the said island declared as forest land.

Municipal Circuit Trial Court Judge Eduardo E. Chan made the ruling on March 10.

A "demurrer to evidence" has the same effect of a motion to dismiss, with the connotation that the evidence of the prosecution was not sufficient.

Defense lawyer argued that on the basis of Section 53 of P.D. No. 1559 occupants who entered in forest lands before May 19, 1975, without permit or authority can not be prosecuted. Their lawyer claimed since accused entered Mantigue island in 1968 or long before May 19, 1975 they can not be prosecuted.

In a two-page resolution, the court said it cannot concede with the defense arguments because Section 53 should be interpreted in relation to Section 69 of P.D. 1559. Unlawful occupation or destruction of forest lands is when any person who enters and occupies or possesses any forest land without authority under a license agreement, lease, license or permit, refuses to vacate the area when ordered to do so pursuant to the provision of Section 53 of P.D. No. 1559.

The court said, a perusal of evidence of the prosecution show that the accused entered, occupied and possessed a forest land without authority under a license agreement, lease, license or permit and that they refused to vacate the area when ordered to do so.

The court added, this elements taken together may somehow create the impression that accused are culpable of the crime charged. The issue of whether there was a proper demand for all the accused to vacate or was the person who made the demand was the proper authority are matters yet to be proven in full dress trial. For this reason the Demurer of evidence is set aside.

The case was calendared for further introduction of evidence.

The Municipal Government of Mahinog was represented by Provincial Prosecutor Renato Abbu, while the accused was represented by Atty. Gil Banaag.

Camiguin welcomes I-Rice positively

MANY poor families in the island depend on the government-subsidized rice to meet their day to day needs, but few were aware of the iron enriched variant.

To boost up its acceptance and usage, the government simultaneously launched this week the “I-Rice” project, renamed from its old Iron Fortified Rice Program to give it a fresh and competitive stance.

Various sectors, retailers and consumers’ group expressed their support to the National Food Authority (NFA) during the I-Rice launching at the Mambajao gymnasium.

Camiguin Governor Jurdin Jesus M. Romualdo, acknowledged the importance of the project with his presence, to convey to his constituents the need and advantages of patronizing I-Rice, as an intervention to combat poverty by keeping a healthy citizenry.

Meanwhile, NFA Camiguin Chief, Mila P. Tanguamos, encouraged consumers to patronize I-Rice saying that fortified rice is best for children and lactating mothers, to help counter risks in malnutrition due to iron deficiency or anemia.

I-Rice is available in all accredited grains retailers outlets in the province at the price of P27.00 and P28.00 per kilo for regular and well milled rice, respectively.

THE municipality of Mahinog has once again benefited from a donation of medical supplies from the Heetens Helpgood Center Philippines, a non-governmental foundation based in The Netherlands devoted to assist people and communities in developing countries improve lives and promote international cooperation.

Boxes filled with medical supplies from Heetens Helpgood Center Philippines (H.H.C.P) were turned over by Vice Mayor Rogerio C. Acle to the Municipal Health Office led by Dr. Juanita K. Llacuna on Monday at a simple ceremony in the municipal hall.

The medical supplies include three units Gooseneck lamp and stand, 3 minor surgical kits, 9 sphygmomanometer, 9 stethoscope, 5 OB bag, 3 nebulizer, 1 crib and 4 emergency kits.

This donation is one of many humanitarian projects initiated by Jo A.M. Schoorlemmer and Truss Schoorlemmer, couple directors of H.H.C.P.

Mr. & Mrs. Schoorlemmer, who were declared adopted son and daughter of Mahinog, have been actively involved in charity projects in the Province of Camiguin, and in the municipality of Mahinog since 2002 until the present.

Mahinog to declare state of calamity due to rat infestation

THE municipal government of Mahinog is now considering the possibility of declaring a state of calamity to deal with the worsening infestation of rats in several rice farms here.

Through a resolution passed by the municipal council last Monday, local officials are urgently asking the municipal agriculture office to assess the extent of the damage wrought by the infestation in the municipality’s rice areas and come up needs analysis to allow the local government to properly address the problem.

“State of Calamity” is a condition involving mass casualty and/or major damages to property, disruption of means of livelihoods, roads and normal way of life of people in the affected areas as a result of the occurrence of natural or human-induced hazard.

In same resolution the municipal council is also asking the Regional Office of the Department of Agriculture to immediately address the problem and to possibly provide for the procurement of rat baits or rodenticides to control rat infestation in the municipality which ravaged Mahinog rice farms putting in peril the people's food security.

The resolution was authored by Councilor Liberato E. Babanto, chairman committee on agriculture and unanimously approved by all councilors.

WORKING to preserve the beauty of its pristine spring waters and beaches, the island-province of Camiguin now sharpens its policy on sanitary facilities.

Governor Jurdin Jesus Romualdo recently formed a technical working group to specially look into establishments selling food items or providing accommodations such as hotels, motels, lodging houses, resorts, restaurants, beach cottages, canteens, and kitchenettes.

The team, composed of the Provincial Health Officer, Provincial Sanitary Inspector, Provincial Planning and Development Coordinator, Provincial Engineer and the Provincial Tourism Officer was ordered by the Governor to inspect immediately all target establishments.

Initially, the group has covered almost all operators in Mambajao, where most number of the business establishments is also located.

Provincial Sanitary Inspector Vergelio W. Oyan said that the establishments they have inspected as of press time were all found to be sanitary although he noted that most of the septic tanks checked were old and needs to cleaned or better yet replaced with newer septic tanks, designed to retain and recycle waste water.

Aside from the sewage disposal system, the team also looks into the water supply level, manner of solid waste disposal, as well as on status of the cottages and buildings.

After series of inspection, the local government will formulate and adopt plan and programs that will help maintain safe sanitation in the province.

Balangay returns home

THE balangay fleet of three precolonial boats that made a five-day stop over in Benoni port here February 7, 2010 on their way across Southeast Asia finally returned to the Philippines from a 15-month journey around Southeast Asia, Inquirer report says today.

The boat was manned by the same Filipino team that earlier conquered Mt. Everest.

An article on the balangay visit in Mahinog appeared in Mahinog Trumpet on February 8, 2010.

The balangay team which started their voyage on Sept. 1, 2009 at the CCP complex in Manila, had gone to six Southeast Asian countries—Brunei, Indonesia, Malaysia, Cambodia, Thailand and Singapore, through storms and turbulent seas using only wind power.

The three boats—Sama Tawitawi, Masawa Hong Butuan and Diwata ng Lahi—are replicas of the precolonial balangay boats patterned after the one dug up in 1975 in Butuan and carbon dated to 320 AD, an evidence of pre-Hispanic Filipino civilization.

“It was a successful journey. We have made it and we have showed again that the Filipinos can do it with unity and team work,” team leader Art Valdez, a former transport undersecretary, told Inquirer.

New bridge to open, to be named after JICA

MAHINOG, Camiguin - IN a few days, motorists can already pass over the new Hubangon-Bugwak bridge.

After a year of reconstruction, this bridge which was badly damaged by typhoon Nanang in 2001, is about to open.

This project is part of the P495 M Japan International Cooperation Agency (JICA) assistance to the Philippines for the reconstruction of damaged Hubangon bridge and construction of two Sabo dams in barangay Puntod.

In grateful recognition of Japan's aid, the Municipal Council recently passed a resolution to request Congressman Pedro P. Romualdo to file a bill in Congress to name the new Hubangon-Bugwak bridge as “JICA Bridge.” The resolution was authored by councilor Rey Lawrence K. Tan.

Municipal officials said JICA's financial grant is the single biggest assistance given by the Japanese government to the Philippines to assist the province of Camiguin cope with disaster after the 2001 typhoon Nanang that killed more than two hundred people in this island province.

Naming this bridge for JICA, according to the same official, symbolizes how much the people in Camiguin recognize the long standing friendship between the Philippines and Japan and the greatest financial contribution Japan gave to the province of Camiguin in addressing disaster risk reduction and environmental issues.

Municipal hall workers to get P20,000 additional Christmas bonus

MUNICIPAL hall workers will be richer by a few thousands of pesos this Christmas. It is expected boost the local economy here.

This, after Mayor Alex R. Jajalla today approves the release of additional Christmas bonus to municipal hall employees following a resolution that the Municipal Council of Mahinog, Camiguin approved on Monday authorizing the release of funds.

“We want to make our municipal hall workers happy this Christmas,” the mayor said.

Municipal treasurer Judith P. Baita said the office of the treasurer will give out the additional Christmas gifts before the 15th of the month.

Those who will receive P20,000 as additional cash gifts will be permanent and casual employees of the municipal government. Employees on job order and honorarium basis can also have additional cash gifts of as much as P5,000 and P1,000, respectively.

In addition, all employees will also get P1,000 worth of grocery items.

Acting municipal budget officer Benito C. Paderanga said the additional cash gifts to about 150 municipal hall employees would cost the municipal government a total of P1.715 million.

The amounts will come from the year-end savings of appropriation, he disclosed.

The additional bonus is on top of the final half of the 13th month pay and P5,000-cash gift that government workers received last month. Half of this was released in the middle of the year.

MAHINOG, Camiguin - A team from New Zealand Embassy arrived in Camiguin on Saturday to conduct mid-term assessment in the implementation of the five-year integrated coastal resource management project that started in 2007 in 40 coastal villages and five municipalities of the province.

With its rich and diverse coastal resources, Camiguin is one of the few provinces to get P116 million funding from the New Zealand Agency for International Aid (NZAid) to institutionalize its integrated coastal resource management program (ICRMP).

The project, according to the agreement, envisions to increase natural productivity and enhanced integrity of coastal and marine resources in the island province. At the same time it provides sustainable economic activities among the Camiguinons to improve quality of life.

According to Mahinog town coastal resources management officer Arlino C. Arca that through the project, major development and conservation activities in Mantigue Island in barangay San Roque and Burias Reef to make these areas as ecotourism sites have been undertaken. Water quality monitoring stations in Mantigue Island have been established.

He said the project has since generated significant incomes for the municipality and provided livelihood opportunities among the fisherfolks.

In addition, seven (7) marine protected areas have been established and rehabilitated in Mahinog alone while municipal waters in five municipalities have been delineated.

Morever, coastal law enforcement action networks (CLEAN) formerly the bantay dagat teams have been trained and mobilized to strengthen coastal law enforcement. Four patrol boats have been provided for this purpose.

Also in Mahinog, alternative livelihood and enterprise activities such as green mussel production project in barangay Benoni, among others, are being established.

The team, composed of Ms. Rina Rosales, team leader, Mr. Kenneth Mackay and Ms. Lourdes Padilla, will assess issues being faced in the implementation of the program and propose whether phase 2 of the project should be granted or not.

Their visit includes interaction with the technical working committee, the Governor and Mayors of the 5 municipalities of Camiguin and several beneficiary groups of the project.

MAHINOG, Camiguin – A town councilor here expressed alarm that if situation will remain that big time hog traders from mainland continue to supply and dominate the local market, the province’s swine industry will be affected and can eventually kill the livelihood of local backyard hog raisers in this island province of Camiguin.

In a privilege speech he delivered at the municipal council session this morning, Councilor Liberato E. Babanto proposed for a regulation on trading and entry of hogs in Camiguin.

He said local hog raisers can not compete with mainland hog traders due to the high cost of inputs prevailing in the island province.

He observed since the influx of stocks from mainland, backyard pig farmers have hard time to sell their pigs to local meat vendors who opted to buy stocks from mainland traders since they offer much lower price.

Present farm gate price of pig from local backyard raisers is P95 to P100 per kilo. But in order to compete with the mainland traders, local farmers are forced to drop prices way below production cost.

“This is a very big concern and government needs to do something to address the plight of small hog growers in the province," Babanto said.

“Before, it is easy to sell live pigs since there are many buyers even coming from nearby provinces and there were even times when supply of local hogs deeply declined,” he said.

“Today, local hog farmers now have difficulty to sell their products to the local butcher since they prefer mainland hogs due to lower price,” the councilor lamented.

But despite this, consumers have still wondered why meat prices in the local market have never gone down.

The issue was referred to the committee on agriculture to come up with possible recommendation to address the concerns of backyard hog raisers.

Scientists discover endemic plant species in Camiguin

AFTER the discovery of "Kulasisi" (Loriculus camiguinensis) which scientists say can only be found in this volcanic pear shaped island of Camiguin in the northern part of Mindanao, Philippines, scientists discovered anew some interesting flower and plant species which are endemic in Camiguin.

A team of Singaporean scientists who recently visited Camiguin has confirmed that some interesting flower and plant species are found in the rain-forest of Camiguin, the Philippine Information Agency (PIA) report says.

Most of the plants identified are endemic in the island.

Scientists identified these as red and yellow colored rhododendron orchid, begonia, nepenthes pitcher plant, spathoglottis orchid, aeschymanthus, balanophora plant, lopidium moss and the coral fugus.

They said bryophytes are chiefly terrestrial, nonvascular plants, like the mosses, liverworts, and hornworts.

Dr. Lesley C. Lubos who made the study on the diversity of bryophytes plants in Camiguin, has led to the discovery of these plants, the report says.

Lubos, a faculty member of the Liceo de Cagayan University, was among the Ten Outstanding Filipino Researchers in 2009 awarded during the 4th National Research Forum held in Aklan State University, Boracay, Aklan, on December 12, 2009.

Dr. Lubos, in a press release, said it took him a month to finish the study under the mentorship of Singaporean Bryologist and a herbarium keeper Dr. Benito C. Tan. The study focuses on the importance of bryophytes in preserving the forest ecosystem, he added.

Because of this study, more scientists are visiting the province and discovered some interesting endangered flowers and other plant species here.

As this developed, the provincial government, in cooperation with the Office of Lady McNiece in Singapore, Philippine Association of Institutions for Research and the Liceo the Cagayan University are now actively campaigning for the protection of the endangered plant and flower species in Camiguin.

MAHINOG, Camiguin (3 December) – IN an election held this morning at the sangguniang bayan session hall, Rico Jim A. Ranara won the presidency of the Sangguniang Kabataan (SK) Federation in the municipality of Mahinog, Camiguin.

Sixteen year old Rico Jim A. Ranara is the youngest son of municipal engineer Rico L. Ranara and the former Icil Alvares of barangay San Miguel. He ran unopposed for the position.

Ranara, a 4th year high school student of Columbia St. Michael’s Parish High School will replace outgoing federation president Jorene G. Salvaleon.

He will sit as ex officio member of the sangguniang bayan representing the youth sector in the municipal council of Mahinog.

In his acceptance speech, Ranara thanked all SK chairmen who supported him. He said he will do his best to prove himself worthy of the position.

“I would not make any promises, but I will try my level best to do my work as federation president,” the newest ex-officio municipal councilor said.

He said he will spearhead activities which are considered of fundamental importance to youth development particularly those activities that will enhance and develop the various skills and talents of the youth.

When asked what particular project that comes into his mind, he replied, he will first organize and conduct sports activities during this coming Christmas season to be held at the municipal gym.

Super Shuttle Ferry explains side on irregular ferry schedule issue

MAHINOG, Camiguin - In a letter sent to the Municipal Council of Mahinog, Asian Marine Transport Corporation (AMTC) strongly apologized for any inconvenience that may have caused by the shipping company’s disruption of ferry schedule over the past few months.

Early last September, the Municipal Council of Mahinog passed a resolution expressing its dismay over AMTC’s irregular ferry schedule between Benoni and Balingoan.

AMTC is the operator for Super Shuttle Ferry vessels that serve Benoni-Balingoan route.

Juanito S. Achumbre, AMTC operations manager, said the disruption was due to dry dock repairs and main engine overhaul of two of its vessels, MV Super Shuttle Ferry 9 and 6.

He said it has been their company policy that they follow maintenance schedule to maintain in seaworthy condition their vessels at all times.

“Rest assured we are doing our best to serve our fellow Camiguingnons and our visitors in the most convenient, efficient, and safe sea travel to and from Camiguin,” Achumbre wrote.

He added Super Shuttle Ferry has been consistently serving the entire Province of Camiguin for all its sea transport needs. He said their company has been the “most consistent among the shipping companies operating in the said route.”

In addition, he said their company has always tried its best to improve its services and facilities for Camiguin with its new fast craft that will serve Benoni-Balingoan route in 30 minutes.

MAHINOG, Camiguin - Some 208 reelected and newly elected barangay and Sangguniang Kabataan (SK) officials in the Oct. 25, 2010 elections here formally take their oaths today paving the way for their assumption into office starting at noon today, Nov 30.

Camiguin Governor Jurdin Jesus M. Romualdo administered the oath of office for all thirteen barangays in fitting rites held at the municipal gym this morning.

Romualdo has challenged the new village and youth officials to perform their functions with “dignity” and do what is necessary to ensure that the residents will benefit fully the necessary services from the government.

“Put dignity in your job and do something in your barangay,” he said amidst observation that some barangay and SK officials under the previous set up were not doing their job.

He also said that his office is always ready to support the barangays in whatever way it can.

“The provincial government will always be there to support you, one hundred percent," the governor said, pointing out, however, that barangay and youth officials have to start first with doing something in their barangay.

Gov. Romualdo also encouraged the SK chairmen sitting as ex officio member in the sanggunian to be active and effective in performing their duties and responsibilities by actively participating in the deliberations in the sanggunian.

“I encourage you to file measures in your sanggunian involving national interest,” he said.

In that connection, he urged the SK to conduct forum covering wide range of topics relating to the interest of young people, including sensitive topic like whether sex education should be taught in schools.

Under the local government code, SK is empowered to promulgate resolutions necessary to carry out the objectives of the youth in the barangay.

It is also mandated to initiate programs designed to enhance the social, political, economic, cultural, and intellectual, moral, spiritual and physical development of the members.

Committee to hear plea for moratorium on issuance of "motorela" franchise

Notice is hereby given that on October 18, 2010, the Mahinog Motorela Operators and Drivers Association (MMODA), filed with the Sangguniang Bayan of Mahinog resolution no. 1 entitled:

“A resolution requesting the Honorable Members of the Sangguniang Bayan of Mahinog, Camiguin to suspend the issuance of franchise to new motorela applicant for the period of three (3) years effective January 2011”

In the said resolution, MMODA alleged, among others, the following:

Mahinog eyes infra projects under MRDP

THE World Bank-funded Mindanao Rural Development Program (MRDP) is considering the PHP 1.2 million worth of projects proposed by the Municipal Government of Mahinog.

The project includes level II water system for barangay San Roque. This will replace the old transmission pipelines with larger diameter pipes to meet the increasing water requirements of populace in the area.

The other project is the construction of two (2) units multi purpose drying pavement and a warehouse at Queobe in barangay San Miguel, which will dry and stock agricultural products during drying period and before the delivery to market outlet.

“We have already made preliminary presentations of the feasibility studies, detailed engineering design and environmental and social impacts of the proposed projects to the Regional Technical Working Group last Nov. 5 at Philtown Hotel,” said OIC-municipal agriculturist Sospis Leo U. Tabuan.

He added, however, that these project proposals were already “good as approved” as soon as municipal government can comply with "minor" requirements set by the regional technical working group.

Tabuan said that technical personnel from the municipal government is set to present the final proposal and requirements to the Regional Project Adjudication Board (RPAB) this coming November 25, 2010.

Mayor Alex R. Jajalla said that said projects are needed in the municipality to ensure water security for domestic and agricultural use in one hand, and help farmers increase productivity and income, in the other hand.

As this developed, the municipal council last Monday passed 3 resolutions to form part of the requirements set by MRDP.

First was a resolution expressing intent, willingness, and commitment of the municipal government of Mahinog to avail of MRDP and for the municipal government to shell out at least fifty percent of the total project cost. The total project cost is Php1,221,000.00.

The second resolution was for the municipal government to undertake the feasibility studies, detailed engineering design and the right- of- way negotiations and construction supervision as parts of LGU’s equity.

The other resolution was to allocate the site for the construction of two (2) units solar dryers and a warehouse at Queobe Eco-Park, also part of LGU's share.

The Mindanao Rural Development Program (MRDP ) is a Department of Agriculture’s World Bank-funded poverty reduction program, which aims to improve the incomes and food security of the rural poor and indigenous communities of Mindanao.

Camiguin PENRO to hold processing of free patent applications for residential lands

THE Provincial Environment Office (PENRO) of Camiguin through the Land Management Services announced it will now accept applications for free patent covering residential lands.

There will be a mass acceptance of applications on November 24-25, 2010, Wednesday and Thursday at Mahinog municipal gym starting at 9:00 am.

This was learned from Rey O. Balbutin, OIC Chief, Land Management Service, PENRO Camiguin.

The processing and issuance of free patents to zoned residential lands comes with the passage of Republic Act No. 10023, otherwise known as the New Free Patent Act on Residential Land.

Under the new law, any Filipino citizen who is an actual occupant of a residential land for at least 10 years may apply for a free patent title with the Department of Environment and Natural Resources (DENR), through the Community Environment and Natural Resources Office (CENRO), which is mandated to process the application within 120 days.

The new Residential Free Patent Act supplements the Public Land Act of 1936 which covers the issuance of free patents to agricultural lands only.

The new law ensures security of tenure to occupants of untitled residential lands who will now be able to have the land they occupy titled in their own names.

Considered a landmark legislation, the new law simplifies processing of applications with less requirements and shorter administrative proceedings.

It will provide economic stimulus to the land market and thus contribute to the over-all economy.

In said resolution authored by Councilor Liberato E. Babanto, the Municipal Council also expressed their gratitude and appreciation to award-winning choreographer Harold Antallan from Surigao for bringing Mahinog contingents to two-year successive wins in Lanzones Festival tableau competition.

The resolution which was co-authored by Councilor Jorene G. Salvaleon, was unanimously approved by all members of the 18th Municipal Council presided by Vice Mayor Rogerio C. Acle.

In a related development, the office of the municipal mayor of Mahinog yesterday received an official invitation from Cebu City Mayor Michael Rama to join the 2011 Sinulog Grand Parade.

"The Sinulog Foundation, Inc. and the Cebu City Government would like to invite your LGU to join the 2011 Sinulog Grand Parade which will be held on January 16, 2011," Rama said in his letter to Mayor Alex R. Jajalla.

Fifty families received two kilos of rice each; 120 persons availed of free Lanzones seedlings from the provincial agriculture office.

The municipal agriculture office also provided assorted vegetable seedlings and conducted deworming of large animals.

The provincial veterinary office conducted video showing to day care pupils as part of government’s anti-rabies information drive. Said office also conducted collection of blood sample from chicken and ducks as part of government monitoring program against cases of avian influenza or "bird flu".

Other services include issuance of cedula, acceptance of tax payments, business, electrical and building permits, real property assessment, birth registration, among others.

Aside from LGU offices, other government agencies who also offered their services were Department of Interior and Local Government, Bureau of Fire Protection, Social Security System, Provincial Agriculture Office, Provincial Veterinary Office, Technical Education and Skills Development Authority (TESDA), National Statistics Office (NSO), Department of Trade and Industry (DTI), among others.

The People's Day Program is a regular program of the municipal government of Mahinog aimed at bringing government services closer to the barangay.

CSC holds orientation on ethics in public service

MAHINOG, Camiguin - The Civil Service Commission (CSC) Camiguin Field Office held a half-day orientation and seminar to all public officials and employees of the Local Government Unit of Mahinog on Thursday morning Nov 4, 2010 at the SB session hall.

The orientation is a continuing intervention program of the Civil Service Commission aimed to imbibe among civil servants prompt, courteous and efficient service as well as to promote a high standard of ethics in public service.

Mahinog inaugurates new P4.8M police building

MAHINOG, Camiguin — The Philippine National Police (PNP) has inaugurated on Wednesday morning its new building beside the municipal hall of Mahinog.

Eastern Mindanao Director for Integrated Police Operation PCSupt Victorino S. Panganiban and Police Regional Office (PRO-10) regional director Chief Superintendent Condrado E. Laza led the PNP in the inauguration and hand over ceremony.

Mahinog Mayor Alex R. Jajalla and Camiguin Police Provincial Director Senior Superintendent Edward S. Abejuela also graced the inauguration.

Senior Superintendent Celso G. Regencia (right), Chief of PRO 10 Logistic Development Division formally turned over the documents of the three-storey model police station building to Mahinog Chief of Police Inspector Edgar S. Anonoy (left) in a simple ceremony held at the rooftop of the new building.

The new building will now housed the administrative, investigation, police community relations and operations department.

In 2005, then Chief PNP Director General Arturo Lomibao led the ground breaking of the proposed new PNP building.

In November 2009, or four years later, a ground breaking and capsule laying ceremony was reenacted which was led by then PRO X regional director PCSupt Danilo T. Empedrad that finally started the construction of this long awaited project.

Mayor Jajalla said the realization of the new PNP building in Mahinog is a “dream come true” which is necessary to improve the morale and performance of the local police personnel.

“This is a big help in our law and order drive, boost the morale and performance of the police in fighting criminality,” the mayor said.

Panganiban said the new building is part of the PNP's mandate to support the peace and order programs of the local government units.

“The PNP will always adhere to what the local chief executive wishes to be – a better and peaceful locality," he said.

For his part, Laza encouraged the municipal police personnel to be inspired with the new building which was praised as the most “ decent and beautiful” in the province.

He thanked the local government unit of Mahinog for helping the PNP towards realizing the newly completed installation that will serve the needs of the municipality.

NYC conducts youth study in Mahinog and Mambajao

Mahinog, Camiguin – The National Youth Commission (NYC) has conducted its 2010 Youth Assessment in the municipalities of Mahinog and Mambajao in the province of Camiguin from Oct 26 to 30.

The team was led by Ms. Amy G. Romero, a consultant of Profiles Asia Pacific, Inc./John F. Kennedy Foundation, Inc. which was commissioned by the National Youth Commission to conduct the study.

According to Romero, the research work was done for the purpose of compiling accurate data and information on the social and economic characteristics of the Filipino youth.

The data will be used as basis for government policy formulation and for planning programs and projects that will be relevant to the needs and aspirations of the young people aged 15 to 30 belonging to the following youth sectors: in-school, out-of-school, working and specific needs groups.

The research involved the use of survey questionnaire, focused group discussion and interview of service providers.

The study includes an assessment of the indices affecting the youth including education, employment, family income and food expenditure, health, environment, leisure and participation.

Mahinog observes coop month

Mahinog, Camiguin (28 October) – The Municipal Cooperative Development Council (MCDC) here observed the 2010 Cooperative Month Celebration today attended by different coops, officials and employees of local government unit.

With the theme, "One coop movement, One vision, One nation," the whole day affair started with a street parade followed by a program at the municipal gym.

During the program, Mr. Joseph de la Torre, MCDC secretary, acknowledged the participants of different coops coming from:

2. Mahinog Small Coconut Farmers Coop;

3. Owakan MPC;

4. San Jose ARBA MPC;

Mayor Alex R. Jajalla gave his inspirational message. In his message, he stressed the values of unity and cooperation. "For one, this was clearly demonstrated with our recent victory in Lanzones Festival that brings Mahinognons together as one,” he said.

Vice Mayor Rogerio C. Acle, on the other hand, in his message, emphasized the importance of co-operative spirit and how it is important in bringing progress to our community.

Ms. Teresita Wagas, Provincial Cooperative Specialist, also shared words of wisdom to the participants.

In the afternoon, the participants were treated to ball room and minus one signing contests by the different coops.

Awards were also given to Most Attended Coops and Best in Uniform.

Lgu Mahinog, DENR sign MOA for P525 thousand mangrove boardwalk project

Mahinog, Camiguin - The Municipal Government of Mahinog and the Department of Environment and Natural Resources (DENR) in Region 10 recently signed a Memorandum of Agreement (MOA) for the construction of the P525 thousand mangrove boardwalk projects in Queobe, in barangay San Miguel here.

The MOA was signed by Mahinog Mayor Alex R. Jajalla (left) for the municipal government of Mahinog and DENR regional technical director for research Danilo Cacanindin (center) on behalf of the DENR. Vice Mayor Rogerio C. Acle (right) was on hand to witness the signing.

According to municipal planning and development coordinator Engr. Benito C. Paderanga, P400 thousand comes from the DENR, while P125 thousand is the counterpart of the LGU Mahinog.

The LGU Mahinog has partially developed the area which is now known as Queobe Eco-Park and Training Center with the construction and establishment of amenities including dormitories, training center, cottages, campsite, parking area, flower garden and nursery.

Paderanga said the over-all project objective are to pursue a sustainable ecological tourism development with emphasis on safeguarding and conserving the bio-diversity in the mangrove area.

The project was also aimed to provide a learning environment on mangrove existence specifically on ecological protection and enhancement.

Moreover, the project is expected to create employment opportunities, boost the local economy and generate income for the LGU, as well.

This wooden boardwalk located near Benoni lagoon and port area will provide safe recreational places for people to walk while enjoying the natural ambience and learning the unique characteristics of the mangrove ecosystem.

Queobe eco park has an excellent vantage point overlooking the mangrove boarwalk, Benoni lagoon, Benoni port, including Mantigue island. These are all parts of a development plan vigorously pursued by the municipal government of Mahinog, with the ultimate goal of optimizing the potential of the area in order to provide employment opportunities and boost the local economy.

October 24, 2010 – AFTER making a vow to regain the prestigious title in Camiguin Lanzones Festival tableau competition, finally the Columbia St. Michael's Parish High School contingent sponsored by the local government unit of Mahinog made it again as this year’s champion in yesterday’s 2010 Camiguin Lanzones Festival, besting 7 other contingents in the inter-agency category.

The competition was very tough most notably between Mahinog and Sagay. But the winner must be declared and it was Mahinog who made (deserved) it. Sagay was awarded second placer, while Yumbing National High School, third placer.

“It was a sweet victory for Mahinog,” Mayor Alex R. Jajalla told Mahinog Trumpet. Jajalla thanked all the Mahinognons for their prayers.

Asked why he was confident Mahinog would retain the title, “Through preparation, hard practice and strong determination have made these things possible,” he said.

Mahinog contingent, choreographed by multi-awarded Surigaonon Harold Antallan, impressed the crowd with their clean transition, fast-paced dance steps, lot of moves and surprises, and magical props, among others . Mahinog was also declared as the liveliest contingent.

Camiguin opens Lanzones Fest 2010

(18 October 2010) - Camiguin has successfully opened today its weeklong festivity to celebrate the 31st Lanzones Festival.

Despite the typhoon that hits hard in other parts of the country, the island’s weather remained calm allowing more visitors and locals to come and enjoy the treat.

The first thing visitors crave for as they come in the island is the fruit. Governor “JJ” Romualdo said that they have enough lanzones fruit this year and its price ranges from P23.00 to P30.00 per kilo.

Aside from street dancing and tableau presentations, the festivity also features the “UGMAD 2010” Trade Fair which showcases the island’s best products and handicrafts from arts and crafts, fashion accessories, food, furniture, gifts and house wares.

Other fresh farm products like fruits and vegetables are also sold at a very low price. One of the highlights during the grand opening at the Camiguin Convention Center is the unveiling of the anti-smoking billboard.

Governor “JJ’ Romualdo proudly announces the creation of the new implementing rules and regulations of the Provincial Anti-Smoking Ordinance. He said they will implement it phase by phase to ensure its acceptability and success.

Vice-Governor Leo Lasacar on the other hand expressed thanks for the rich harvest. He noted that the Lanzones of Camiguin is incomparable anywhere in the world not only for its sweetness but also for its unique juiciness. (Jorie C. Valcorza - PIA 10)

Mahinog, Camiguin (18 October 2010) - Benoni residents have all the reason to be proud of today as their contingent from Benoni Elementary School bagged all the major and special awards in 2010 Kalanrakas sa Mahinog held this morning at Mahinog municipal plaza.

Puntod elementary school, last year’s Kalanrakas sa Kabataan 3rd placer in the provincial level, was also adjudged as other winner in Kalanrakas sa Mahinog today. The top two winners, Benoni and Puntod, received P10,000 each. They bested three other contingents from Mahinog central school, Hubangon ES and Catuhogan ES.

Provincial Tourism Officer Candice Naomi L. Borromeo said the top two winners will represent the municipality in the provincial Kalanrakas sa Kabataan slated on October 23 Saturday at Camiguin Tourism Center in Balbagon in the municipality of Mambajao, Camiguin.

Benoni contingent impressed thousands of spectators because of their lively and fast paced dance steps and flawless executions. They also won all other special awards, Liveliest Contingent, Best in Costume, Best in Musicality and Kalanrakas sa Kabataan Festival Queen.

Kalanrakas sa Kabataan Festival Queen winner went to Benoni ES Miss Astaire Janica Luspo Mabale, while Puntod ES Princes Virtudazo Vicente won the second place and Catuhogan ES Lovely Fatima Lagunay Labial, third place.

Kalanrakas sa Kabataan, a charivari and street dancing contest and one of the highlights of the 31st Camiguin Lanzones Festival, was participated by pupils of the complete elementary levels from public schools in the province and was supported by the cluster barangay councils for each participating school.

King is jointly supported by Benoni barangay council headed by barangay captain Ninalita Ranara and OIC Eliseo Borromeo and San Miguel barangay council under barangay captain Pepito Valdehueza, while Puntod ES under head teacher Infinita Pacturan is jointly sponsored by Puntod and Owakan barangay councils headed by barangay captains, Ernito Abian and Nestor Loor, respectively.

The next Kalanrakas sa Kabataan municipal competitions will be held tomorrow October 19 in Catarman in the morning and Guinsiliban in the afternoon.

Mahinog Comelec bares list of candidates for Barangay, SK elections, four aspirants for barangay captain run unopposed

Mahinog, Camiguin - A TOTAL of 26 candidates have filed their certificates of candidacy (COC) for barangay captain, while 175 filed COCs for the position of barangay kagawad in thirteen barangays. Yesterday, up to midnight, was the last day for the filing of COCs for the barangay and SK elections set on Oct. 25, 2010.

For SK election, 25 filed COCs for SK chairman, while 126 filed for youth councilor.

According to Mahinog elections officer Winston M. Ebdalin, four incumbent barangay captains in the municipality are running unopposed. These include re-electionist Nestor Loor of Owakan, Ernito Abian of Pontod, Gonzalita Virtudazo of Tubod and Reynaldo Galochino of San Jose.

Also, three aspirants for SK chairman run uncontested, Venusto Abao, Jr. of Catuhogan, Mary Sweetsell Lagunay of Hubangon and Ronalyn Rabongue of Owakan.

In Tupsan Pequeno, the four-cornered fight for barangay captain will be among incumbent barangay captain Marino Cagadas, Narciso Bayucot, Jr., Cirilo Denso and Nicolas Fabre.

In Catuhogan, incumbent chair Florida Dagasdas will face two other candidates former barangay captain Samuel Oclarit and Miguela Odchigue.

In San Isidro, incumbent barangay captain Ramil Bayucot will be challenged by Simplicio Odchigue.

In Hubangon, re-electionist barangay captain Epifanio Yamit will be opposed by by former barangay chair Joseph Yamit.

In Binaliwan, incumbent chair Jenie Galendez will be contested by Cleopas Pahit.

In Poblacion, incumbent chair Eutropia Co will be running against Dante Sabuero,

In San Roque, barangay chair Necitas Jumalon will be pitted against former barangay captain Veronico Fabre.

In Benoni, first barangay kagawad Eliseo Borromeo will be contested by Casiano Mabale.

In San Miguel, incumbent acting barangay chair Pepito Valdehueza will face two other candidates, Allan Ladica and Michael Cabantac.

Ebdalin said campaign period starts today October 14 and ends on October 23.

MORE and more activities are lined up this year leading to the grand highlight for the 31st Camiguin Lanzones Festival. In Mahinog, all are ready and geared up as the most colorful and lively Kalanrakas sa Kabataan municipal competition will once again converge in Mahinog, October 18.

To join this year’s edition are contingents from Pontod Elementary School, Mahinog CS, Benoni ES, Hubangon ES and Catuhogan ES. Winners will compete in the provincial level slated on October 23.

DFA to hold mobile passporting in Camiguin Oct. 21-22

OCTOBER 12, 2010, Mahinog, Camiguin -Applicants in the province of Camiguin need not go to Cagayan de Oro to get a passport as the Department of Foreign Affairs (DFA) passport services will be conducting its mobile passporting system in the province of Camiguin come October 21-22 at the Camiguin Tourism Center in Balbagon, Mambajao, municipal public employment office manager Elvera V. Capagngan announced today.

She said DFA will conduct its passport services together with the National Statistics Office (NSO) and National Bureau of Investigation (NBI) to help facilitate the fast issuance of passports.

She said residents who are interested to avail of the service need to bring the required documents and application fee.

For first time applicants, they should have birth certificate in security paper (Secpa) or certified true copy of their birth certificate duly authenticated by the National Statistics Office (NSO), marriage certificate in Secpa or marriage contract from local civil registrar duly authenticated by the NSO, proper IDs expired or valid, and at least three copies of passport-sized photo with royal blue background and with a collar attire.

Those who will be renewing their passport need only to bring their old passport with photocopy of pages 1, 2 and last, at least three copies of passport size photo and with royal blue background and with a collar attire.

For minor applicants who are travelling with parents, they should present birth certificate in Secpa or birth certificate from LCR duly authenticated by the NSO, baptismal certificate, or School ID, personal appearance of either parent, original and photocopy of parent's passport, three copies passport-sized photo with royal blue background and with a collar attire.

For minors who are travelling unaccompanied by either parent, applicants should have birth certificate in Secpa or birth certificate from LCR duly authenticated by the NSO, baptismal certificate, or School ID, personal appearance of either parent, affidavit of support and consent indicating the name of traveling companion and relationship to the minor, DSWD clearance, original and photocopy of passport of travelling companion, and three copies passport-sized photo with royal blue background and attire with collar.

Capagngan reminded that personal appearance is a must for all applicants, first time or renewal, except when applicant is eight years old and below or mentally physically incapacitated.

An application fee of P750.00 will be charged per applicant.

The mobile passporting service will be sponsored by the Provincial Government in cooperation with the Public Employment Service Office (Peso) Provincial Federation in the province of Camiguin and Department of Labor and Employment Region X.

Camiguin gets GMA-7 as exclusive media partner for 31st Lanzones Fest

GMA-7 is the official and exclusive television network for the 31st Camiguin Lanzones Festival on October 18-23, 2010, a source from the provincial tourism office confirmed today.

The lineup of activities include GMA 7 Kapuso Night on October 20, 8:00 a.m. at Camiguin Tourism Center.

According to GMA TV 12 Cagayan de Oro Sales and Marketing Representative Pinky Flor Y. Khu at a meeting today with Mahinog local officials, the festivity will be exclusively covered by GMA network and that a TV special to feature the 31st Lanzones Festival 2010 highlights will be telecast over GMA Cagayan de Oro, Cebu, Davao and General Santos City.

Mahinog Response 143 chosen as official entry to Doon Po Sa Amin Learning Challenge

THE Camiguin National High School (CNHS) has chosen Mahinog Response 143 as its official entry to this year's Doon Po Sa Amin Learning Challenge under emergency response and disaster preparedness category.

Doon Po Sa Amin (DPSA) is a project initiated by Smart Communications Inc. (Smart) under its corporate social responsibility program Kabalikat, and is aimed at encouraging teachers and students to use computer and Internet technologies to generate web-based information and educational materials about their respective communities. This project is in line with Smart’s thrust to promote information and communications technology (ICT) integration in basic education.

One of the end goals of the project is to generate and consolidate rich local content for the promotion and development of communities. A rich local content defines the community, and its people, culture, and society – thus the name "Doon Po Sa Amin," which literally means "in our place".

Mahinog Response 143 was chosen due to its efforts to promote local volunteerism including their role in mitigating disaster in the community over the past 8 years.

Camiguin ready for its annual ‘Buahanan Festival’

Mahinog contingent performed their winning piece both in street dancing and tableau competitions last year

AS EARLY as September, boats leaving the island were filled with the sweet and luscious lanzones fruit which the locals fondly calls ‘buahan’.

Being acclaimed to be the sweetest, the island’s name not only spells wondrous views, cool waters and tourist spots but likewise rhymes with its own native fruit, lanzones.

Coming October 18-23 is a double treat for visitors as the island celebrates its 31st Lanzones Festival.

It will be in festive mode for the rest of the week, putting up well designed street poles, colorful banderitas (trimmings) and carriages decorated with lanzones fruits and leaves as a way of thanksgiving not only for the rich harvest but for the blessings that the townsfolk enjoy throughout the year.

Early on the week, each town will alternately hold a street dancing competition called Kalanrakas, a vibrant display of dances in lanzones inspired costumes.

The festival grand opening is set on the 18th highlighted by a ribbon cutting ceremony of the festival trade fair dubbed as UGMAD 2010. UGMAD showcases the island’s best products from the agricultural sector, arts and crafts, fashion accessories, food, furniture, gifts and house wares, organic and natural products in the island.

The center of celebration will be at the Camiguin Tourism Center where various presentations would be showcased from food, local skills, technical sessions, indigenous games and dances.

Sagay, Camiguin, October 6, 2010 – The 31st Camiguin Lanzones Festival kicks off in Sagay, Camiguin today with the Kalanrakas sa Kabataan preliminary competitions (municipal level).

This year's Lanzones Festival, an annual event to celebrate the abundant harvest of the Lanzones, is scheduled this coming October 18 - 24, 2010.

Sagay Kalanrakas sa Kabataan winners were: 1st place-Manuyog Elementary School; 2nd place-Bugang Elementary School. Both schools will compete at the provincial level on October 23 in Mambajao.

Sagay Central School Mary Rotsen Almonia was adjudged Kalanrakas sa Kabataan Festival Queen for Sagay.

Kalanrakas sa Kabataan, a charivari and street dancing contest, is open to all barangays, pupils of the complete elementary levels from public schools in the province. A contingent is composed of fifty dancers, excluding costumed-percussionists not exceeding fifteen members. Percussion instruments must be made of hallowed bamboo, locally known as kulatong, or any gallon-sized empty tin cans covered with ordinary plastic as drum head in one end and open on the other end. Costumes must be made of indigenous materials i.e., dry banana leaves, dry corn leaves or stalks, coco leaves and that lanzones, artificially or realistically made, should be emphasized in the costume and hand-held props.

The next Kalanrakas sa Kabataan municipal competitions will be held in Mahinog, October 18 and in Catarman and Guinsiliban, October 19.

Investigation into ship grounding sought

October 4, 2010 - The Municipal Council of Mahinog today called for an investigation as to why MV Shuttle ferry 1 ran aground in Benoni channel past 1 p.m. yesterday, October 3.

This after Councilor Rey Lawrence K. Tan delivered a privilege speech at this morning's session of the municipal council, calling for a legislative action to avoid repetition of yesterday's incident.

MV Shuttle Ferry 1, a roll-on roll-off passenger and cargo vessel owned by Asian Marine Transport had just left the Port of Benoni and was headed Balingoan when the incident happened, according to Councilor Tan.

"All the passengers were safe," Tan said. "All the passengers were rescued by ML Hijos," he added.

He said a sister vessel MV Shuttle Ferry 11 all the way from Balingoan towed the grounded ship back to the port of Benoni, where rolling cargoes carried on the grounded ship were to be unloaded.

He said all the passengers suffered more than inconvenience and that passengers with their rolling cargoes (vehicles) had to wait until 8 p.m. to be finally transported to port of Balingoan.

In a resolution moved by Councilor Erlindo G. Bequilla, chairman of the committee on public order and safety, seconded by Councilor Jonard B. Labadan, the council called the Maritime Industry Authority (Marina) to suspend MV Shuttle Ferry 1's operation for the meantime until the investigation is complete.

The resolution stated there is a need for Marina, the Philippine Ports Authority (PPA) and Philippine Coast Guard (PCG) to conduct an investigation as to the cause of the grounding to avoid similar incident in the future, which could endanger the safety of the riding public.

The council also called on Marina and other agencies to impose sanctions necessary against shipping company to avoid repetition of the incident.

"We believe that, as a matter of standard operating procedure, MV Shuttle Ferry 1 should not be allowed to operate for the meantime until the authority determines the cause of the incident," the councilors said in a two-page resolution.

The vessel will also have to be inspected to determine its seaworthiness, if the safety management system was followed and whether or not damage was done on the environment, the resolution added.

Ships are following the International Safety Management Code to ensure safety at sea and prevent damage to the environment.

LGU Mahinog gives visitors from LGU Ubay a warm welcome

MAHINOG Mayor Alex R. Jajalla has led local officials today in giving a warm welcome to the visiting officials and employees from the Local Government Unit (LGU) of Ubay, Bohol led by Mayor Eutiquio M. Bernales Sr.

About 140 local officials and employees from the municipality of Ubay are in the province of Camiguin for a 3-day Employees' Family Day and Learning Tour in line with this year's Family Week Celebration pursuant to Presidential Proclamation No. 60-1992 which declared the last week of September as the National Family Week to promote and strengthen the Filipino family.

In a simple welcoming ceremony at the Municipal Council's Session Hall, Jajalla emphasized the ancestral familial ties between the two municipalities. He said the two municipalities are bound by certain family ties because most of the inhabitants in the municipality of Mahinog have Boholano ancestry.

"I am happy to note that ancestral kinship and heritage between our municipalities have been further deepened and developed by our continued friendship and cooperation between our LGUs," Jajalla said.

For his part, Vice Mayor Rogerio Cagas Acle who said his paternal and maternal ancestors came from Bohol, also expressed his thanks to the officials of Ubay for the warm welcome and overwhelming hospitality they accorded to the municipal officials of Mahinog when they visited Ubay in August last year.

The province Camiguin is known to be heavily populated by Boholanos who traced their roots from Bohol.

Bohol and Camiguin is presently linked with a roro ferry service plying Jagna and Balbagon. There is also a fast craft that serves Cagayan-Camiguin-Bohol route.

People's Day in Barangay Owakan serves 145 residents

ABOUT 145 residents in barangay Owakan have availed from the various basic services offered by the municipal government as it conducted its second regular People's Day (P-day) in said barangay today, September 30.

One of Mahinog's upland barangays, Barangay Owakan is located at the western part of the municipality with a distance of about 4 kilometers from Poblacion. It has a total land area of 324 hectares and with a population of 335 people (NSO, 1995).

During the P-day, 62 residents availed of free medical consultation and medicines; 50 families were given two kilos of rice each; 15 young and adults availed of free hair cut, 18 residents availed of free manicure/pedicure.

The Provincial Agricultural Office also handed about 150 bags of lanzones seedlings to residents. Other services include issuance of cedula, acceptance of tax payments, business, electrical and building permits; real property assessment, birth registration, among others.

The People's Day Program is a regular program of the municipal government aimed to give equal opportunity to people in the barangays to avail of the various services regularly offered by the municipal government and national agencies.

Mayor Alex R. Jajalla in a speech during the opening program said different offices of the municipal government including national agencies were around to respond to the concerns of their agencies, offices, and personnel including complaints brought before them.

"There are many programs that the various offices are offering but the problem is only a handful of residents know," the Mayor said.

He said this is a better way of bringing these programs closer to the people because, in the end, "we will have a working government and an informed citizenry."

Among the municipal officials who joined Mayor Jajalla in the holding of the P-day in Owakan are Vice Mayor Rogerio C. Acle, Municipal Councilors Rey Lawrence K. Tan and Kaiser A. Abao and Barangay Chair Nestor Loor, among others.

The next P-day will serve barangay Tupsan Pequeno, October 26.
