Mahinog Sangguniang Bayan bags 2009 Gov. JJ Romualdo Legislative Award

Mahinog, Camiguin – The 17th Municipal Council under the leadership of Vice Mayor Rogerio C. Acle was adjudged winner in the 2009 1st Governor Jurdin Jesus M. Romualdo Local Legislative Award (4th to 6th class municipality category) in the province of Camiguin.

The awarding was held at Camiguin Tourism Center during the celebration of 42nd Camiguin Week which runs from January 7 to 9, the official kick-off of which was highlighted by the Governor’s State of the Province Address (SOPA).

"This award gives honor and pride to the municipality and will inspire the Sangguniang Bayan to pass more measures essential in the foundation of meaningful local administration and attainment of desirable socio-economic and environmental management," Vice Mayor Acle said.

The Mahinog SB will represent the province to the regional competition in the same category, according to DILG Provincial Director Nilo P. Castanares at the awarding ceremony.

The Local Legislative Award is a program of the Philippine Councilor's League (PCL), in partnership with the Department of Interior and Local Government (DILG), and the Provincial Government of Camiguin, in order to accord official recognition to the Sangguniang Bayan that excel in legislative laws which ultimately contribute to the attainment of desirable socio-economic and environmental outcomes.

It also seeks to highlight innovation and excellence in the legislative process with the end in view of inspiring other local legislatures to perform better and to institutionalize a system of recognition to the local legislative body for their exemplary performance.

The criteria includes: effectiveness of the legislative agenda, effectiveness of the legislative tracking system, availability of legislative documents, efficiency of performance of the sanggunian and quality of office set-up and staff complement.

From the period July 1, 2007 to December 31, 2009, the present Municipal Council has passed 29 ordinances and over 389 resolutions. These ordinances and legislative measures were passed with prior consultations with the people and were conducted in the development of the executive-legislative agenda that also promotes provincial, regional and national priority development thrusts.

Among the landmark legislations approved by the Council were the A.L.E.X executive legislative agenda (ELA), Cleanliness, Sanitation and Solid Waste Ordinance (otherwise known as Lex's Clean Mahinog Ordinance), Amendment to Traffic and Transportation Code, Delineation of Municipal Waters, Children's Welfare Code, Avian Influenza Prevention and Control Ordinance, Scuba Diving Ordinance, Copra Buying Regulatory Ordinance, Mantigue Sea Transport Ordinance, Citizen's Charter, Mantigue Island Nature Park and Zoning Ordinance, Comprehensive Development Plans, Annual Investment Plans, Appropriation Ordinance, and many others.
