Long overdue

MANY of us who graduated from Columbia, St. Michael’s Parish High School are going to witness the opening of the new Mahinog National High School. It is going to be established in Mahinog poblacion. Some of us sent comments to Mahinog Trumpet and expressed fear of the future of our parish high school.

My fellow alumni, you are not alone. I also experienced that melancholic feeling. That was my first reaction and I carried the emotional pain for quite awhile.

Question came to mind, “What if CSMPHS may experience losses because of low enrolment?” I could not help reminiscing the tedious effort, determination and perseverance of our founder, Reverend Fr. Patrick Cashman (blessed be his memory). I was there at the right place and the right time. I witnessed and observed his optimism, hearing his laughter, seeing his sweats flowing from his face as he helped carpenters and laborers built the one room cottage made of nipa. I saw him hauling dirt, pushing and pulling the wheelbarrow. I was only a little girl attending fourth grade. During recess time I have to sneak and run to the building site and watched my hero, Fr. Cashman. The first freshmen were housed in that small cottage with dirt as the flooring. I remembered familiar faces to mention the few: Sinforoso Tabamo, Jr., lawyer and retired judge, and Perseveranda Labadan, now residing in Cebu and made quite a success story in their family business.

CSMPHS stood up in the test of time. Changes of administration and the transition from Columban priests to Sisters of Mercy were experienced. CSMPHS continued to run its course and alumni members got involved in public service. Mayor Alex Jajalla was one of my students back then when I was teaching from 1970-1978. Another CSMPHS product is our former Mayor Jesus Pacuribot who continues to serve as Sangguniang Panlalawigan member in the province of Camiguin. Many others reached their highest potentials in their own way. CSMPHS produces graduates who serve communities far and near as legislators, teachers, doctors, nurses, homemakers, entrepreneurs, businessmen and women, engineers, architects, farmers, agriculturist, priests, nuns, religious leaders, music educators, healthcare providers, nonprofit organizers and many others.

I imagined that if there was no high school in Mahinog poblacion during my time, I might not be able to attend high school. I remembered the obstacles of attending school that was three kilometers away from home. My brother attended Mahinog High School in Hubangon. In those days, back in 1950’s there was scarcity of transportation. Students from Mahinog had to walk early in the morning and walk back home after school.

That observant girl was talking to herself while watching Fr. Cashman worked hard, “I don’t need to walk to attend high school far away because Fr. Cashman builds this high school for me and the rest of the boys and girls. It’s going to be expensive to attend private school, but if I keep my dream alive and focus on it, I can and will reach my dream to finish high school.”

After languishing from fear of the unknown, I settled down and tried to calm down and focus instead on the children, our youth who are our future. I need to be broadminded. The feeling of limitation is the work of the mind.

The chatters of negative thoughts have to stop. Education is for all. Education raises the dignity of man. It’s a mandate. It’s the right of every child or human being to cultivate his mind and reach his or her highest potential. It’s a human right. Education develops character. Education develops a whole person worthy of respect as the child of the Creator. That’s the universal mission of education whether it’s run by public or private institution.

I remember when I went home last September 2010, I encountered this young kid who struggled going to high school every day. His family resided on the hill of Kinabkaban. Pocket money for school daily needs became obvious. There was no enough money to pay for the motorela ride or snacks. The distance became a barrier because there’s no enough money for transportation. He could walk home, but that meant a delay because he had to feed the pigs and tend other family responsibilities to help his parents make ends meet. Sometimes he was stranded and ended up sleeping over in someone’s house in the poblacion. This kid told me that the distance affected his focus on continuing to attend school. My heart went to this young boy whom I had seen the potential to be a great leader in the community. He could talk and he could express himself. The last thing I heard was that he eventually quit.

The wish to have a public in Mahinog poblacion is long overdue. The silent voices are finally heard. Our children are finally heard. Let their dreams fly and soar high in the sky like an eagle.

Many young people yearn to attend school but distance and financial problem become a hindrance to their desire to reach their dreams. Public education offered by Mahinog High School is free.

We are thankful to the administration under the leadership of Mayor Alex Jajalla, and to Honorable Congressman Pedro Romualdo for this invaluable gift to the children and youth of Mahinog poblacion, barrios, sitios, hills, mountains, and other neighboring towns.

As for CSMPHS I do believe that it will continue to exist as long as it takes under the guidance of the Divine Providence. 

Alumni members need to also step up and support our Alma Mater in various ways. Providing scholarship to young minds who just need a little lift can be a good idea. Assisting the CSMPHS administration through volunteer work like teaching can be a good one. Helping maintain the building through monetary aid is another terrific idea. It needs group effort to realize these goals and it can be done.

We join together in this jubilation. The future is bright for all of us parents, children, religious institutions, public institutions, our communities, our country and the world. 

That’s the beauty and effect of education as I remember this song taught by my mother in Cebuano dialect.

President Aquino signs into law Mahinog National High School II

PRESIDENT Benigno Aquino III has signed into law a bill establishing a national high school in barangay Poblacion in the municipality of Mahinog, province of Camiguin to be known as Mahinog National High School II.

Camiguin Congressman Pedro P. Romualdo, the principal author of the new law, said the Chief Executive has inked Republic Act 10234 or Mahinog National High School II law last October 29, 2012.

He said the new law responds to the clamor from parents and community leaders to provide free public secondary education to our young students in Mahinog and in the peripheral barangays of Guinsiliban as well as Mambajao.

RA 10234 shall take effect 15 days after its publication in any newspaper of general circulation. The new law is already posted in the Official Gazette. http://www.gov.ph/2012/10/29/republic-act-no-10234/

Earlier, the Municipal Council of Mahinog passed Municipal Ordinance No. 2011-136 to acquire or whenever necessary expropriate the private properties owned by Grace & Josefina C. Kempis, Luz Densing and Prudencia Vivares all located in Poblacion to be used as school site for the proposed Mahinog National High School II.

Under the new law, the Secretary of the Department of Education was directed to include in the Department's program the operationalization of the Mahinog National High School II and the funding of which shall be included in the annual General Appropriations Act.

MCS preschoolers grab awards at talent fest

MAHINOG Central School preschoolers grabbed awards during the district level competition of kindergarten festival of talents held last November 24, 2011 at Mahinog Central School Session Hall.

This contest was participated by the eleven preschools in the district of Mahinog.

Winners of the competitions from Mahinog Central School are Kathlyn May S. Uba, first place for Story Telling English.

Allyna Janela Awitin First Place for Nursery Rhyme Recitation and MCS selected Preschoolers for Creative Dance Competition with Ms. Jackielou L. Delvo as their coach.

Chareleyn Cocamas won First Place for Vocal Solo– with Ms. Marife Jamero as the coach.

Kyle Lourdes P. Babanto also won First Place in Story Reading with Mrs. Alma Maria Rosete as the coach.

These talented pupils are qualified to compete in the Division level competition slated on December 9, 2011 at Mambajao, Camiguin.

Coaches and contestants are having their intensive practice with hope to bring the bacon home for the school.

MCS Contester vies for national competition

SHANDA Eve R. Popera grade IV pupil of Mahinog Central School won 2nd place in the Regional Science Quiz 2011 held at People’s Palace, Balingasag, Misamis Oriental on November 11-13, 2011.

The competition was participated in by 28 contestants coming from the 14 divisions of region X.

Top two winners of the said contest will qualify for the national competition slated on February 3-5, 2012 in Baguio City.

“At last I have become a coach to the national competition and have a chance to go to Baguio City” Mrs. Susana T. Pabillore, the coach, said.

DepEd Camiguin holds summer BSP camp

The Department of Education (DepEd) Camiguin hosted the Summer BSP Camping last April 12 - 25, 2011 at Sagay, Camiguin.

DepEd officials say  the summer youth camp was aimed to prepare the young people to become responsible and duty oriented citizens in their respective locality. It also inculcates in minds of young people their vital role in caring for environment, among others.

The event was well participated by all five municipalities comprising the province of Camiguin.

Rico Jim A. Ranara is new SK federation president in Mahinog

MAHINOG, Camiguin (3 December) – IN an election held this morning at the sangguniang bayan session hall, Rico Jim A. Ranara won the presidency of the Sangguniang Kabataan (SK) Federation in the municipality of Mahinog, Camiguin.

Sixteen year old Rico Jim A. Ranara is the youngest son of municipal engineer Rico L. Ranara and the former Icil Alvares of barangay San Miguel. He ran unopposed for the position.

Ranara, a 4th year high school student of Columbia St. Michael’s Parish High School will replace outgoing federation president Jorene G. Salvaleon.

He will sit as ex officio member of the sangguniang bayan representing the youth sector in the municipal council of Mahinog.

In his acceptance speech, Ranara thanked all SK chairmen who supported him. He said he will do his best to prove himself worthy of the position.

“I would not make any promises, but I will try my level best to do my work as federation president,” the newest ex-officio municipal councilor said.

He said he will spearhead activities which are considered of fundamental importance to youth development particularly those activities that will enhance and develop the various skills and talents of the youth.

When asked what particular project that comes into his mind, he replied, he will first organize and conduct sports activities during this coming Christmas season to be held at the municipal gym.

Vice President: Jan Neil U. Acero, barangay Pontod.

Secretary: Lenie T. Namocatcat of Tubod.

Treasurer: Mary Sweetsell B. Lagunay of Hubangon.

PRO: Jane Rose B. Labadan of Poblacion.

Sgt. at Arms: Shannon John T. Fabre of San Roque.

The Provincial Federation election will be held on Friday, December 10. The SK National elections will be held on January 7, 2011.

NYC conducts youth study in Mahinog and Mambajao

Mahinog, Camiguin – The National Youth Commission (NYC) has conducted its 2010 Youth Assessment in the municipalities of Mahinog and Mambajao in the province of Camiguin from Oct 26 to 30.

The team was led by Ms. Amy G. Romero, a consultant of Profiles Asia Pacific, Inc./John F. Kennedy Foundation, Inc. which was commissioned by the National Youth Commission to conduct the study.

According to Romero, the research work was done for the purpose of compiling accurate data and information on the social and economic characteristics of the Filipino youth.

The data will be used as basis for government policy formulation and for planning programs and projects that will be relevant to the needs and aspirations of the young people aged 15 to 30 belonging to the following youth sectors: in-school, out-of-school, working and specific needs groups.

The research involved the use of survey questionnaire, focused group discussion and interview of service providers.

The study includes an assessment of the indices affecting the youth including education, employment, family income and food expenditure, health, environment, leisure and participation.

Mahinog Municipal Council welcomes HB 6588

The Municipal Council passed a resolution to support House Bill 6588 filed by Camiguin Representative Pedro P. Romualdo seeking to establish a national high school in Barangay Poblacion in the municipality of Mahinog to be known as the Mahinog National High School II.

According to the bill’s explanatory note, the clamor for a national high school in Poblacion has been so imminent from parents, community leaders and young students in the past years because in the municipality of Mahinog there is only one public secondary school located in Barangay Hubangon known as “Mahinog National High School” which is around 3 kilometers from Poblacion.

Data shows that Mahinog has a population of 13,168 people with 13 barangays. Barangay Poblacion has a population of 2,676 while Barangay Hubangon has 1,255 people.

The present total enrolment at Mahinog National High School in Hubangon is 704 while at Columbia St. Michael in Poblacion, the enrolment is 378.

While there is a private school in Poblacion run by the Religious Sisters of Mercy, still many students in Poblacion and neighboring areas like San Roque and Benoni even up to Maac in Guinsiliban were not able to pursue secondary education due to distance to free secondary education located in barangay Hubangon.

Local leaders believe that the establishment of a national high school in Poblacion will add to the quality of life among the people in these areas since more children can now have access to free secondary education which would mean that more and better educated a people, the greater the chances of economic development in the community.

“House Bill No. 6588 authored by our beloved Congressman Pedro P. Romualdo is a very timely and welcome development to the people of Mahinog towards shaping the future of the youth in this municipality as well as redound to the economic development of the whole nation,” the SB resolution reads. Curfew hours for minors enforced in Camiguin

“Children are one of the most important assets of the nation. Recognizing their vital role in shaping the country’s destiny, the Constitution lends its support to the promotion of their welfare to enable them to develop physically, morally, spiritually, intellectually, and socially, in a wholesome and normal manner and thus, transform them into healthy, upright, intelligent and useful citizens and potential community leaders.”

Thus declared Camiguin Provincial Ordinance No. 2008-09, entitled, an ordinance fixing curfew hours to minors below 18 years old within the province of Camiguin from 10:00 in the evening to 4:00 in the morning.

The ordinance prohibits young ones from loitering or roaming around in public places or open space whether public or private from 10:00 pm to 4:00 am unless with justifiable reason such as: the minor is attending civic or academic activities but with parental consent, 2) when minor is doing errand during emergency cases, 3) attending vigil or holy observance but in company of parents and guardians, 3) attending in any social or cultural presentations, night classes, group discussions, provided he/she will come home at a designated time, among others.

A violator of the ordinance shall be reprimanded but his/her apprehension must be recorded and marked confidential in a logbook of the Provincial/Municipal Social Welfare Office before the minor will be turned over to the parents. A one lecture, skills training, and seminar will also be given in the following day.

A two-day community service will also be imposed upon minors who commit the same offense for the second time and P250.00 fine for the third time.

The provincial governor, vice governor, SP members, social welfare officer, teachers, mayors, police, barangay captains and civilian volunteer personnel were empowered to strictly enforce the ordinance. (Mahinog Information Office)

Guv JJ to distribute essential health care package to pupils

MAHINOG, Camiguin (1 July) –Governor Jurdin Jesus M. Romualdo announced at Mahinog Charter Day program here that the government will distribute free toothbrush, toothpaste, bath soap, and deworming tablets to elementary pupils in public schools throughout the province starting this school year.

This is part of the memorandum of agreement that he signed recently on behalf of the provincial government with Fit For School Inc., Department of Education (DepEd) and the Philippine Health Insurance Corporation (PhilHealth) for the implementation of the Essential Health Care Package (EHCP) intended to improve the health conditions of elementary pupils in public schools.

The Memorandum of Agreement (MOA) stipulates that DepEd as the implementing arm should ensure the quality implementation and appropriate utilization of materials, and to manage overall accomplishment of the project while the local government provides the financial means to ensure timely procurement of needed materials.

Fit for school Inc., for their part, will assist DepEd and the local government unit (LGUs) by providing technical assistance and support in institutionalizing EHCP.

A basic orientation workshop immediately followed after the Essential Health Care Package MOA signing.

Camiguin Provincial Health Officer, Dr. Gretchen Cabalang attuned the participants by revealing the present health status of Filipino Children and EHCP interventions.

Democrito Figueroa Jr., Fit for School, Inc. Senior Project Officer, also disclosed common implementation deficiencies as well as best practices of well performing EHCP in other regions.

After thorough exchange of inputs, project implementers were able to come up with their own strategic action plan for this year.

Meanwhile, Xavier University also signed an agreement with Fit for School Inc. to provide scientific evidence with respect to health outcome, school attendance, school performance and behavior change of students under EHCP in the island province. (PIA-Mahinog Information Office)

Regional voters ed team trains youth leaders of Camiguin

THE REGIONAL Voters Education Team composed of trainers from XU GLI, XUCLA, and the Commission on Elections (COMELEC)-10 and the National Youth Commission (NYC) conducted a training for youth leaders in Camiguin Polytechnic State College (CPSC) on Voters’ Education for First Time Voters.

Sixty nine young people who composed of 20 Sangguniang Kabataan representatives and forty nine student leaders from the host school as well as Municipal Election Officers of the five municipalities of Camiguin attended the training.

The activity is the first leg of a series of Training of Trainers (ToT) for Voters’ Education in Region.

It aims at enhancing the Sangguniang Kabataan and school leaders’ knowledge, skills and values on elections as a democratic exercise.

The training had four (4) modules.

Atty. Melanie Ortiz-Rosete, Legal Aid Director of XUCLA discussed the importance of voters’ registration and voting in a module entitled: “The Election as a Democratic Exercise.”

In order to orient and attract the young voters’ to register for the upcoming elections, Atty. Gina Zayas-Sabio, Regional Attorney of COMELEC 10 presented the “Process and Importance of Registration.”

The “Automated Election System” which was discussed by Assistant Regional Elections Director of COMELEC 10, Atty. Dolette Cuevas-Banzon, drew many questions from the participants.

The last and most sensitive module on “Whom to Vote” was discussed by Atty. Nur Jaypha Bacaraman, NYC Regional Coordinator.

This activity is a joint project of Xavier University through the XU Governance and Leadership Institute (XU GLI) and XU Center for Legal Assistance (XUCLA), COMELEC-10, Philippine Information Agency (PIA)-10, National Youth Commission (NYC) and the Gising Barangay Movement (GBM).

The Camiguin Polytechnic State College as academic host for the province of Camiguin provided the venue for the voters’ education.

The ToT for the 2nd district of Misamis Oriental will be conducted on the 11th of July 2009 at Xavier University. All Sangguniang Kabataan officers from the 2nd district of Misamis Oriental will participate in this training. (PIA-Mahinog Information Office)
