Municipal Council of Mahinog adopts its own official seal

THE Municipal Council of Mahinog today approved its own official seal that carries the local legislative body’s mission and objective as an institution.

In an ordinance authored by Vice Mayor Rogerio C. Acle, the seal represents the authority of the Sangguniang Bayan as the law making body of the municipality and is used to authenticate its own official documents.

The official seal of the Municipal Council (Sangguniang Bayan) of Mahinog and its meaning:

The perimeter of the seal contains the words "SANGGUNIANG BAYAN" and "MAHINOG, CAMIGUIN”. The YELLOW in the background symbolizes Sunshine.

THE THIRTEEN (13) STARS represent the thirteen barangays that constitute the demographic profile of the municipality of Mahinog.

THE SUN stands for a brighter day and our burning desire to build a better town for the present and for future generations.

THE GAVEL depicts the proper order and decorum in the session hall and the authority of the Sangguniang Bayan as the law making body of the municipality.

THE MEN, THE ROSTRUM, AND THE MICROPHONE stand as a symbol of open discussion and free communication of ideas towards building a better Mahinog. The gesture of raised hands stands for “Victory” in line with the Council’s motto “Talk less, act more”. It also stands for unity of purpose in which we agree to remain united despite our differences of opinion.

THE BOOK is a symbol where ordinances and resolutions passed by the Municipal Council are written to promote the welfare of its inhabitants. It is this body of written law upon which the rule of law, not the rule of men, rests.

1948 is the year the municipality of Mahinog was founded and the first municipal council was convened on July 1, 1948.

Governor JJ Romualdo swears in new barangay, SK officials en masse today


MAHINOG, Camiguin - Some 208 reelected and newly elected barangay and Sangguniang Kabataan (SK) officials in the Oct. 25, 2010 elections here formally take their oaths today paving the way for their assumption into office starting at noon today, Nov 30.

Camiguin Governor Jurdin Jesus M. Romualdo administered the oath of office for all thirteen barangays in fitting rites held at the municipal gym this morning.


Romualdo has challenged the new village and youth officials to perform their functions with “dignity” and do what is necessary to ensure that the residents will benefit fully the necessary services from the government.

“Put dignity in your job and do something in your barangay,” he said amidst observation that some barangay and SK officials under the previous set up were not doing their job.

He also said that his office is always ready to support the barangays in whatever way it can.

“The provincial government will always be there to support you, one hundred percent," the governor said, pointing out, however, that barangay and youth officials have to start first with doing something in their barangay.

Gov. Romualdo also encouraged the SK chairmen sitting as ex officio member in the sanggunian to be active and effective in performing their duties and responsibilities by actively participating in the deliberations in the sanggunian.


“I encourage you to file measures in your sanggunian involving national interest,” he said.

In that connection, he urged the SK to conduct forum covering wide range of topics relating to the interest of young people, including sensitive topic like whether sex education should be taught in schools.

Under the local government code, SK is empowered to promulgate resolutions necessary to carry out the objectives of the youth in the barangay.

It is also mandated to initiate programs designed to enhance the social, political, economic, cultural, and intellectual, moral, spiritual and physical development of the members.

Poll automation info drive held in Mahinog

Mahinog, Camiguin – (19 Feb) Personnel of the regional office of Commission on Elections (Comelec) in Northern Mindanao have conducted here today an information drive and testing of precinct count optical scan (PCOS) to educate voters in the country’s first ever fully automated elections in May 2010.

Comelec Director Atty. Renato Magbutay said they are conducting an information caravan in five municipalities of Camiguin to ensure that voters in the island province will be properly oriented and guided on the proper procedures required by the automated system of elections during the 2010 national and local elections.

He noted that since election reports will be done through electronic transmission processes from the precinct level to municipal, provincial and national board of canvassers, voters are assured of the fast result of the elections.

"In the precinct level, votes will be counted in less than 15 minutes," he said during a forum at Mahinog gym where he explained to voters the process of election automation.

"We will know who will be our next president in less than 36 hours, unlike in the past it would take eternity to know the result of national positions," he added.

But he warned voters not to make mistakes when selecting candidates because they will only be provided with one ballot.

“Be careful in filling up your ballot because once you commit a mistake there is no way you can ask for replacement,” he said when asked what will happen if a voter commits a mistake.

He assured however that an erroneous voting in one position will not invalidate the whole ballot.

Instead of writing the name of their preferred bets, like in a manual voting, voters need only to shade the oval beside the name of the candidates listed in the ballot for the automated polls, the Comelec official said.

In Mahinog, composed of thirteen (13) barangays, there are sixteen (16) clustered precincts, each will be provided with one PCOS, Comelec said.

Four opposition candidates withdraw candidacies

Mahinog, Camiguin –Four local candidates running for the position of the Sangguniang Bayan (SB) here had withdrawn their candidacies for the May 10, 2010 elections, according to the Comelec office here.

The four candidates are Magdalena Acero, Alvin Madelo, Anita Abao and Felix Balasabas, all belonging to the opposition Liberal Party (LP) under Sosino Paderanga, the party's mayoralty bet in the municipality of Mahinog.

Magdalena Acero was substituted by Roberto Ucat, while Alvin Madelo by Felix Balasabas who later withdrew his candidacy. Balasabas was immediately substituted by Johnny Louie Atinen.

No substitute has been made for Anita Abao as of 5:00 pm on December 14, it was learned.

Section 13 of Comelec Resolution No. 8678 provides that the substitute for a candidate who withdrew has only up to December 14, 2009 to file his certificate of candidacy for the office affected.

A candidate can be substituted in case of death, disqualification or withdrawal, according to the same Comelec ruling.

In the case of withdrawal, the party to which the candidate belongs can nominate the substitute candidate before the deadline. No substitute is allowed for any independent candidate.

The substitute for a candidate who died or suffered permanent incapacity or disqualified by final judgment, may file his certificate of candidacy up to mid-day of election day.

The Comelec ruling further stated that no person who has withdrawn his candidacy for a position shall be eligible as substitute candidate for any other position after the deadline for filing of certificates of candidacy.

Mahinog opposition hopefuls file CoC

Mahinog, Camiguin –The political pot begins to boil here as local opposition formally filed their certificates of candidacy (CoC), a day after candidates from ruling Lakas-Kampi party filed their CoC for the upcoming May 10, 2010 elections.

On the last day of filing on December 1, Sosino Paderanga, a former administration ally, formally filed his CoC for mayoral post while Mamerto Paje, a long time opposition, filed his candidacy as Paderanga’s running mate. They will be running under the Liberal Party (LP).

Paderanga will face incumbent Mayor Alex Jajalla while Paje against incumbent Vice Mayor Rogerio Acle of Lakas-Kampi.

Paderanga, a former municipal councilor for one term, ran for reelection but lost in 2007. Paje, a former municipal secretary, ran for Mahinog mayor but lost to then mayor Jesus Pacuribot in the 1992 elections.

Paderanga’s ticket for municipal council will include Geronimo “Gers” Abao, Anita Abao, Oscar Calo, Alvin Madelo, Magdalena Acero, Paz Echano Pulvera, Ramil Galario and Mannie Kho. They will be running under Liberal Party except for Kho who registered himself as Nationalista Party (NP) candidate.

In the province, lawyer Florencio Narido Jr. from Liberal Party will be running against re-electionist Congressman Pedro P. Romualdo of Lakas-Kampi-CMD for the lone congressional seat of Camiguin. An independent candidate by the name Melvin Bullecer also filed his candidacy for the congressional post.

Rogelio Gallardo, a businessman and brother of former Governor Antonio Gallardo of the Liberal Party will run for governor against incumbent Gov. Jurdin Jesus M. Romualdo. Running with Gallardo is Juan Margarito “Johnny” Neri who will face incumbent Vice Governor Leo G. Lasacar. A third candidate for the vice gubernatorial post is Nicolas Vicente Ello who registered as independent.

In Mambajao town, the capital of Camiguin, Noordin Efigenio “Gogo” Romualdo, brother of Gov. JJ Romualdo, will run against his brother's wife incumbent Mayor Maria Luisa "Baby" Romualdo, for the mayoralty post. (Mahinog IO)

Local administration bets file certificate of candidacy

Mahinog, Camigun, 28 Nov. 2009 – AVOIDING the deadline rush, incumbent local officials and other candidates for different positions under the administration’s Lakas-Kampi-CMD party have filed today their certificates of candidacy (CoC) before the local office of the Commission on Elections (Comelec) for the May 10, 2010 elections.

Re-electionist Mayor Alex R. Jajalla and Vice Mayor Rogerio C. Acle together with their complete slate personally submitted their certificates of candidacy at the local Comelec office here.

Also filing their CoC with Jajalla and Acle are re-electionist Councilors Rey Lawrence K. Tan, Valentin F. Babanto, Jonard B. Labadan, Kaiser A. Abao, Manolo V. Tabamo, Liberato E. Babanto, former councilor Merlito G. Abao and neophyte Erlindo G. Bequilla, for the position of municipal councilor.

They arrived at the municipal hall by past 12 noon after joining a convoy of vehicles carrying candidates and political supporters parading around the province for a unity tour and mass filing of certificate of candidacy led by re-electionist Congressman Pedro P. Romualdo and Governor Jurdin Jesus M. Romualdo together with all administration bets from the province and five municipalities.

As of press time, aside from the administration bets, only one candidate so far, in the person of Virgilio P. Dy, Jr. from Poblacion filed his certificate of candidacy at around 8:30 a.m. for the position of municipal councilor. He registered himself as independent candidate.

Candidates will have until 12 midnight Tuesday to file their certificates of candidacy.

The official campaign period for national positions will be from February 9 to May 8, while the campaign period for local positions will be from March 26 to May 8.

In a statement, Mayor Alex Jajalla said he was overwhelmed by the show of unity of the Lakas-Kampi-CMD in the province, saying this is the key factor that will drive overwhelming victory for the ruling party and continuity of development in the entire province. (Homer R. Jajalla - Mahinog IO)

Mahinog Lakas-Kampi braces for 2010, bares local slate

Mahinog, Camiguin, Oct. 30, 2009 – Local Lakas-CMD-Kampi leaders led by Congressman Pedro P. Romualdo and Governor Jurdin Jesus M. Romualdo met yesterday to choose their official administration bets in the municipality of Mahinog for the coming May 2010 polls.

Mayor Alex R. Jajalla was chosen as the administration party’s mayoral candidate with Vice Mayor Rogerio C. Acle as his vice mayoral running mate.

The administration party has named incumbent administration councilors Jonard B. Labadan, Kaiser A. Abao, and Liberato E. Babanto as among the party’s bets for the position of municipal councilors.

The ruling party also picked independent councilors Rey Lawrence K. Tan, Valentin F. Babanto and Manolo V. Tabamo who took their oath of office as new members of Lakas-CMD-Kampi during the same meeting, as part of the slate.

Newcomer Erlindo G. Bequilla and former councilor Merlito G. Abao were chosen to replace the 2 vacant slots to be vacated by councilors Nerio Y. Mahinog SB gives thumbs up for Gibo

Mahinog, Camiguin – THE Municipal Council (Sangguniang Bayan) of Mahinog recently passed a resolution expressing its “strong, wholehearted and unequivocal” support to Defense Secretary Gilbert Teodoro for his bid to be the administration party’s standard bearer in the coming presidential election.

“We fully believe that Secretary Teodoro possesses the leadership, integrity, credibility, competence and capability to be the country’s next president,” the councilors said in their resolution, copy of which was transmitted to Secretary Teodoro through Camiguin Governor Jurdin Jesus M. Romualdo.

Defense Secretary Gilbert Teodoro, a bar topnotcher and former Tarlac congressman, declared his intention to run for president under the administration party come May 2010.

MAHINOG: Historical Background

A. LEGEND:

It is said that in the early days, Mahinog grew luscious bananas of all kinds. The land was fertile and there were no crops or fruit trees that grow as the banana trees. Not even coconut trees, which is now the mainstay of Camiguin Island.

As the inhabitants were few in the olden days, the natives would harvest banana fruits more than what they needed. They planted rice and corn for their main subsistence. Banana was secondary food as they are today. Everyday, there used to be a terrific ripening of bananas everywhere, in the households and in the “tabo”. Ripe bananas were at everybody’s disposal, including traders and visitors from the neighboring towns and provinces.

Due to the unusual production and harvest of bananas, people started to call the place “Maginoog” or “Mahinog”, which finally became the unwritten acceptance of the town’s name.

B. POLITICAL HISTORY

Mahinog during the Spanish regime was only a sitio of Sagay, which was a barangay of Catarman. On June 11,1848, Sagay was separated from its mother town and became a town itself. Mahinog was established as a civil town by approval of the higher authority on September 14,1869.

When Mahinog was founded, it has 500 tributes with a population of 2,100, distributed among the twelve (12) barrios. The pioneering were Capitan Gorgonio Bollozos, Juan Ranara, Pedro Ranalan, Simeon Babanto, Isidro Cocamas, Estanislao Bollozos, and Domingo Tabamo, all of prominent families in the municipality during its foundation.

Mahinog remain a town until 1903, when the Americans vanquished the Spanish regime and occupied the Philippine Archipelago. There was then a re-organization of all political units in the entire country. The American government called all the capitans of the Island of Camiguin to Cagayan de Oro to swear allegiance to the occupying forces of the United States of America.

At that time, there was a political rivalry and conflict among the leaders in Mahinog, and consequently, they failed to present the municipality of Mahinog in the Council Meeting. Due to this, the American government abolished Mahinog as a town and absorbed it as a barrio of Mambajao. It remained a barrio for forty five (45) years, until July 1,1948, when Mahinog was again declared a municipality by Executive Order No. 122, of President Manuel L. Roxas.

The Municipal Mayor of Mambajao at that time of separation of Mahinog from Mambajao was Meliton Limbaco. The Vice-Mayor was Pio Cagmat. Tomas Estrobo a prominent political leader of Mahinog was a councilor of the municipal council of Mambajao representing the barrio of Mahinog.

Although Tomas Estrobo was an active councilor representing Mahinog, the late Sixto Abao, a resident of Hubangon and an active civic leader, was appointed by the President of the Philippines as Municipal Mayor of Mahinog.

In the late 1948, Sixto Abao was in bad shape, politically. He courted contempt from President Elpedio Quirino by paying more loyalty to Senate President Jose Avelino from whom he owed his appointment as Municipal Mayor. Utterly displeased, President Quirino dislodged Sixto Abao from the office of the municipal mayor, and appointed Tomas Estrobo as Municipal Mayor and Bienvenida vda. de Ebarle as Municipal Vice-Mayor.

Guv JJ swears in new barangay and SK officials

THE newly elected barangay and SK officials of Mahinog were sworn into office November 28, 2007 at Mahinog municipal gym by no less than Governor Jurdin Jesus M. Romualdo.

Of the thirteen (13) barangays of Mahinog, twelve (12) barangay chairmen were sworn in by the governor including opposition leader Poblacion Eutropia A. Co who reportedly pledged to Governor Romualdo to align with the administration.

Gov. Romualdo, in his speech, announced the incoming projects for Mahinog which include Benoni port development; Lowan windpower project; municipal waterworks systems;

Municipal street concreting; San Isidro and Tupsan Pequeño barangay roads; construction of SABO dam and bridge in Hubangon; Spanish-aid solid waste disposal project; New Zealand-funded coastal resource management project and inclusion of Benoni Port in the super region nautical highway, among others.
