Mayor reorganizes sanitary police, picks former barangay executive to lead

IN an effort to maximize its efficiency, Mayor Alex R. Jajalla recently ordered the reorganization of the composition of the Sanitary "Pulis" (Sapul), the enforcement arm of the Lex's Clean Mahinog Program.

Under Executive Order No. 15-2010, the mayor named Romulo Y. Saligumba, a former barangay captain of Hubangon, as chief operating officer of the Lex's clean Mahinog.

The mayor also named Rufino Q. Llanto as first deputy; Ernesto S. Uyhamco as second deputy; Henry B. Ramirez; Antonio A. Daraman; Florelyn B. Ladesma; Genelen S. Gumera; Jowilyn P. Portrias; and 2 members from the PNP to be designated by the mayor, as members.

Lex's Clean Mahinog, an integral part of the A.L.E.X. 2 development agenda, is a program that instills into the minds of the people the values of cleanliness, cooperation, volunteerism and the concern for the environment, including health and safety.

A.L.E.X is an acronym for A- Agriculture and fishery development; L- Local government excellence, livelihood and local economy; E- Environmental care and Eco-tourism; X - eXpress delivery of basic services for social, health and security of the people.

Under the same Order, the Sapul was given the primary responsibility and authority to enforce Municipal Ordinance No. 2007 – 094, otherwise known as the Code of Cleanliness, Sanitation and Solid Waste Ordinance of the Municipality of Mahinog; and the ordinance against coconut theft.

The Sapul will conduct regular patrolling and monitoring activities at public places, streets, residences and business establishments to check on the compliance of the ordinance and issue citation tickets to the violators, among others.

Morever, the mayor also designated the office of the sanggunian secretary to act as Sapul secretariat, which shall handle its administrative, technical and liaising activities.

  1. Mahinog SaPul is indeed a big achievement for our town.

    However, it would be much better if their operations are as zealous as that of their first days in service.

    Better to see ampog and endong and some other smokers not smoking inside the market anymore.

  4. Could somebody pls elaborate on the issue nga ang mga SAPUL pang-atangan ang mga lugit gikan sa laing mga baranggay ug pangitaan ug permit? I think this has something to do with that ordinance that looks closely nga wala nay mangawat ug mamuwak sa dili ilahang mga kalubian, right? Pero ang nahitabo man gud kunu is that mura mag ang permit nalang ug lugit ang gibantayan. ANg mga kawatan ug mga "unauthorized" nga mga mamumuwak ang pang-disiplinahun. Dili ang tag-iya nga nagbaligya sa ilahang lugit kay magbayad pas nagsaka, kedahan pas utang kay daku nag naprenda sa gibaligyaan sa lugit, unya magbayad pajud paras permit? samut ka-ut-ut ang Pinoy!

  5. ako niangay gyod ko nga i require ang permit kay aron ma pitol ang kawatan nga lupig pay tag iya sa lubi sigi lang silag baligya way kalubihan. kay di man unya sila kabaligya ug lubi kay di man sila tagaan ug permit sa kapitan kay wa man silay kalubihan kon naa man ngani sobra ra kaayo ang ilang gibaligya d katoohan. way problema nako ang permit P20.00 ra man na per harvest per barangay ug asa imo kalubihan nahimutang. kon gusto tag law and order sa ato lungsod suportahan nato ni daako kaayo nig benefits nato mga tag iya sa lubi ma improve ato income. good move mayor, keep up the good works SaPul. ayaw kabalaka daghan nidayig ninyo nga naghilom lang. PADAYON..............

This municipal ordinance is indeed a strong point in strengthening Mahinog - dili lang para ma-stop ang mga kawatan ug unauthorized mamumuwak kundi pati napud ma-strengthen ang kita sa mga tag-iya jud ug kalubian. Bitaw noh? 20php is only a meager amount para sa permit so I think dili raman tingale angay ikasakit ang paglukat sa permit. Tingale pud ang usa sa mga nagreklamo kadtong maglugit sa lain-laing baranggay kay daghan silag kalubihan. Well, kund di mu gusto mag-lukat ug ubay-ubay nga permit, ayaw lang ninyu dungana ug pagpang-lugit. However, daghan man kaha mug kalubi-an, eh di, maka-afford ra pud tingale ni sila sa pipila ka tinag-20php. Usa pa pud diay sa mga nag-air ug sentiments nga murag wa niangay ani nga ordinansa kadto tingaleng mga mamalitay ug lugit nga maminus tingale ilang mga suki kay didto naman lang ibaligya sa ilang mga suki nga taga-tupsan o taga-maac sa ilang mga dapit arun di na mapangitaan ug permnit.

    Well, anyway, in the long-run, I belive that thismunicipal ordinance was made dili para sa kadautan kundi para man pud nis kaayuhan sa Mahinog . With that, I extend my congratulations to the authors of this ordinance and especially to the enforcers of this ordinance. Keep up the good work.
